Abstract/Summary:
China is a large agricultural country,but also a large population,with a population of 1.4 billion.It has to rely on imports to maintain domestic demand all the year round.At the same time,with the continuous development of society,people’s living standards continue to improve,the pursuit of material is also constantly improving.Secondly,there is a big gap between urban and rural development in China,and the development of rural areas lags far behind that of cities.Therefore,in order to effectively narrow the gap between urban and rural areas,consolidate food production and improve food quality,it is essential to develop rural agricultural economy.Farmland water conservancy is the basis of agricultural development,the basic condition of improving farmers’ income and people’s livelihood,the indispensable part of developing modern agriculture,and the key link of realizing sustainable agricultural development.Therefore,it is extremely important to strengthen the construction of small-scale farmland water conservancy facilities.Since the founding of the People’s Republic of China,China has attached great importance to the construction of farmland water conservancy infrastructure,and accordingly given great policy incentives and financial input,but it has not brought fundamental changes to the construction of small-scale farmland water conservancy facilities.At present,farmland water conservancy has become an important factor restricting agricultural development.Due to the inadequate intensity and accuracy of financial investment,some existing projects are out of repair,and the main body of management is absent,which cannot assist the healthy and rapid development of agriculture.In order to change this situation,the Ministry of Finance and the Ministry of Water Resources decided to continue to increase investment and actively improve smallscale farmland and water conservancy facilities.To ensure the construction and application of small-scale farmland water conservancy can be carried out effectively,and the small-scale farmland water conservancy facilities can be substantially improved by means of centralized investment,overall promotion and construction and management simultaneously.However,China has a wide territory,obvious differences in topography and geology,and different population distribution and agricultural development needs.Therefore,only by taking measures according to local conditions and implementing corresponding construction and management programs can we adapt to local development.In order to improve the construction quality of small-scale farmland water conservancy facilities,it is very important to carry out effective performance evaluation for typical projects.This will provide important theoretical basis and practical reference for further promoting the construction of small-scale farmland water conservancy facilities in an all-round way.It has obvious theoretical and practical significance.Most of our country is dominated by hills and mountains.Therefore,this paper chooses Chongqing City with typical hilly forest and mountainous terrain as the research object to evaluate the performance of its small-scale farmland water conservancy facilities construction project.On the basis of performance evaluation,this paper makes a comprehensive analysis and empirical study on the construction of small-scale farmland water conservancy facilities in Chongqing.This paper is mainly divided into five parts,as follows:The first part is the introduction,which mainly introduces the research background and significance of this study,understands the current research situation at home and abroad,grasps the domestic situation of performance evaluation of small-scale farmland water conservancy facilities construction projects,clarifies the difficult problems of performance evaluation of small-scale farmland water construction projects,and then formulates the corresponding research ideas,objectives and contents,and chooses reasonable theoretical analysis and research method.The second part mainly refers to and analyses the relevant theories,including management theory,performance evaluation theory,public finance theory,agricultural development theory and so on.Through the summary and study of these theories,this paper illustrates the relevant theories of investment and performance evaluation in public facilities construction.The third part is the construction of performance evaluation index system.Firstly,this part analyses the current situation and influencing factors of the construction of small-scale farmland water conservancy facilities in China.By using relevant performance evaluation theories and methods for reference,the index system of performance evaluation is selected and formulated,and the index weight is established.The fourth part chooses the Shanpingtang renovation project in Chongqing as the research object,analyses the basic situation of the project construction,formulates the relevant methods and methods of performance evaluation,collects and collates relevant data,conducts field investigation and questionnaire survey,and evaluates the project performance by using the performance evaluation system,and evaluates the output,benefit and management performance of the project respectively.The effectiveness is analyzed and evaluated,and the problems and suggestions found in the performance evaluation are put forward.The fifth part is the conclusion and prospect.This part makes a comprehensive analysis of the project performance evaluation results and draws relevant conclusions.In view of the problems in the process of performance evaluation,it puts forward suggestions and prospects for further performance evaluation of small-scale farmland water conservancy facilities construction projects.
