Research On The Promotion Of Pest Control Services From The Perspective Of Supply And Demand Subjects

Chemical pesticides have been overused by Chinese farmers in pest control for a long time,leading to a series of negative effects.As an important component of agricultural services in production stage,pest control service provides an effective way to reduce the dosage and damage of pesticides and enhance pest control efficacy,which is helpful for not only cutting the cost of pest control but also achieving cleaner production of farmers.However,pest control service is still in the stage of demonstration and promotion with unbalanced development,facing many difficulties when undertakes large-scale extension.Supporting the main supply and demand subjects is the basis of promoting pest control service,the analysis of supply and demand subjects’ basic characteristics and inherent laws can offer a reference for the researches on extension policy of pest control service.Combined with existing studies and the domestic reality,based on conceptual definitions and theories,this study uses survey data of 5 provinces in Huang-huai-hai Plain with interdisciplinary approaches to reveal the structural influence and interaction of individual level and regional level variables for supply capacity of for-profit pest control organizations,and analyses the influencing factors and its different effects of adoption decision and payment decision of pest control service by family farms,meanwhile,calculates the family farms’ average willingness to pay for pest control service,which provides an in-depth discussion on how to accelerate the extension of pest control service via supply-side and demand-side direction.The results indicate that:(1)67.03% of the differences of supply capacity of for-profit pest control organizations are caused by individual level factors,while others are caused by regional level factors.Individual level factors,including improvement of plant protection machinery,number of years of education of the operator,standardization of management,and level of difficulty in getting loans have positive effects on supply capacity of for-profit pest control organizations,whereas frequency of employee participation in training has a significant negative effect.At the regional level,degree of market demand can not only strengthen the positive effects of improvement of plant protection machinery and standardization of management for supply capacity of for-profit pest control organizations,but also strengthen the short-term negative effects between frequency of employee participation in training and supply capacity of for-profit pest control organizations.Diversification of technology acquisition channels and improvement of support policy system can strengthen the positive correlation between improvement of plant protection machinery and supply capacity of for-profit pest control organizations and weaken the negative correlation between frequency of employee participation in training and supply capacity of for-profit pest control organizations,improvement of support policy system can also strengthen the positive correlation between standardization of management and supply capacity of for-profit pest control organizations.(2)Education and degree of risk preference of farmers,fund status,labor force size,cognition degree on pest control service,strength of training,strength of media publicity,distance to pest control organizations and market price have significant influences on adoption decision of pest control service by family farms.Education and degree of risk preference of farmers,fund status,cultivated land area,cognition degree on pest control service,strength of training and media publicity have significant positive influences on payment decision of pest control service by family farms,whereas gender and market price have significant negative influences,family farms’ average willingness to pay for pest control service is 34.58 yuan per mu after correcting the sample selection bias.Finally,based on the above research conclusions,this paper puts forward some corresponding policy suggestions from the perspective of service supply and service demand,so as to offer references for extension policy making of pest control service.
