Forest management is a long process,the results of good practice often only become apparent after several decades.Forest certification is a key factor to achieve sustainable forest management.At the same time,in the forest products trade,forest certification is a prerequisite.In the government procurement policy,many countries require purchase certified forest products,and the proportion of procurement is increasing.China is a big country on trading and production of forest products and has an important position in the international forest products market,so the international community has been concerned about China’s forest certification status.In this context,to promote the development of forest certification the Chinese government has taken a series of incentives.However,the awareness of the China’s forestry enterprises to forest certification is generally low,the willingness to participate in forest certification is not high.Therefore,the primary goal of the Chinese government to implement forest certification and incentive policy is to improve the awareness of forest certification of forest enterprises,and enhance the forest enterprises to participate in forest certification,and then promote the development of forest certification.Taking Fujian.province as an example,this study aims to understand the forestry enterprise’s recognition and satisfaction of forest certification incentives policies.This study analyzed the influence of forest certification incentive policy on the forestry enterprise’s willingness to implement forest certification decision.Firstly,this paper describes the concept,characteristics,purpose,basic procedures,patterns,costs and benefits of forest certification.Secondly,this paper summarizes the status quo of domestic and international forest certification incentive policy.Then,based on the survey of 108 state-owned forest farms in Fujian province,the paper analyzes the forestry enterprises’ recognition of the content and goals of the forest certification incentives policies,and expectations of the policy.Using Logistic regression model,from the perspective of forestry enterprises,this article studies the factors that influence forestry enterprises’ decision of whether to implement forest certification.Several conclusions we draw the following:● Forestry enterprises’ cognitive level of forest certification incentive policy is generally low and the degree of satisfaction is not high;● Factors that have a significant impact on enterprises to implement forest certification include:the forestry enterprises’ evaluation of forest certification incentive policy;leadership’s attitude toward forest certification;whether enterprises’ forest products export is affected by the forest certification;whether forest certification leads to a premium product;enterprises’ demand to enhance the image and visibility.On this basis,the paper suggests that the Government improve the country’s forest certification incentives policy to promote the forestry enterprises to carry out forest certification from the following aspects:● Strengthen the publicity of forest certification,● Improve the government’s green procurement policy,● Provide financial support,provide a clear legal policy environment for the implementation of forest certification,● Further improve China’s forest certification system,● Nurture our certified forest products market,● Accelerate the construction of national certification bodies;● Promote research on forest certification and increase technical support. |
