| The ministries in charge of municipal roads and highways are the Ministry of Housing and Urban-Rural Construction and the Ministry of Transport,corresponding to which there exist two sets of different engineering cost systems.A large number of engineering practices have shown the large investment of municipal roads and highways and the significant differences in the cost of the same main parts and engineering quantity.Firstly,this paper clearly defines the differences by analyzing the valuation system in aspects of cost management,valuation basis,cost composition,valuation procedure and valuation quota.Secondly,a representative engineering project of Leli-Lengshuiping Expressway in Zunyi,Guizhou Province,as one case study of building cost of engineering,was used to draw the differences between the cost of municipal roads and highways in the same main parts and engineering quantity.And then based on the comparative analysis of the results and process,the causes of the differences were proposed.Finally,the main parameters caused by the causes and their contribution rate are obtained by analyzing the causes of the differences in substantially.By the studying of this paper,we can eventually take: the difference of engineering cost systems between municipal road and highway in Guizhou province;the causes to the difference of the budgeting civil and erection cost between municipal road and highway,and the main parameters caused by the the causes and their contribution rate to the difference under the same main parts and engineering quantity in Guizhou province;the foundation to reduce the difference of the cost of municipal roads and highways in Guizhou province. |
