Applied Research On PPP Projects Of Environmental Protection Enterprises

Environmental protection industry has been paid more and more attention in our country and even in the world.The state supports and vigorously promotes the development of environmental protection PPP projects.However,environmental PPP project has brought about some problems.Accounts receivable are difficult to recover,the capital chain is broken,financing is difficult,and the risk of debt default is high,which restricts the development of environmental protection PPP projects and even causes some projects to terminate default and return to the bank.This paper studies the PPP mode of Xingyuan Environment Company and summarizes the experiences and lessons.Through the research,it is found that Xingyuan Environment has undertaken more PPP projects in the early stage,and this mode generally has larger investment in the early stage,more funds,and longer repayment period.With the continuous investment in related projects,Xingyuan environment faces severe challenges in terms of working capital and financing.In addition,the difficulty of financing and the difficulty of expensive financing commonly faced by private enterprises have not been fundamentally changed.Under this background,the lack of operating funds of Xingyuan Environment Company will inevitably affect the implementation process of projects under construction and the expansion of new projects.In addition,there are risks that slow loan from some financial institutions to the project will affect the construction progress of the project,risks that the local government will not pay the relevant expenses in time according to the contract,and insufficient staff reserves in the company's operation team and the operation capacity cannot keep up with each other,which may result in the operation benefits not meeting the expectations.To sum up,various factors lead to poor implementation effect of PPP project in Xingyuan environment.Therefore,it is suggested that other environmental protection enterprises should strengthen the management of working capital and rationally choose PPP projects when implementing PPP projects.In addition,they should innovate financing modes and broaden financing channels to ensure the good operation of environmental protection PPP during its operation and construction.
