With the continuous development of China’s socialist market economy,the country’s infrastructure is also constantly improving,laying a solid foundation for economic development.With the full support,China’s railway industry has shown a better case scenario.Railway transportation has become an important booster of economic development because of its increasing carrying capacity and running speed.Therefore,maintenance of railway operation safety is particularly critical.With the deepening of railway reform,the safety of railway transportation will directly affect the social and economic benefits of the railway industry.Large-scale railway construction,the increasing speed of railway transport,but also the railway operation safety management work is facing a certain challenge,safety protection is facing a greater test.In recent years,the number of collision accidents outside the railway has been increasing,which refers to the collision between the operators or equipment of some non-railway transport enterprises and the running railway vehicles after they invade the railway boundaries,resulting in personal casualties,livestock casualties or property losses.For railway running vehicles,foreign vehicles and personnel,the collision accident outside the railway will seriously affect the safety of railway operation.At present,the railway off-road collision accident has been included in the important component of railway traffic accidents,and has become one of the issues of great concern to the railway departments.Based on the present situation of the off-road collision accident of H Railway Administration,this paper applies the theory of planned behavior to systematically analyze the factors and types of the off-road collision accident,including personnel collision,livestock collision and motor vehicle collision,and analyzes the causes from various factors affecting the off-road safety,equipment and environment.The causes of the collision outside the railway and the internal relationship between these factors are also discussed.In recent years,although the H Railway Administration has continuously increased its investment in capital and improved the protection equipment and facilities for railway lines,with the continuous increase in the frequency of personnel flow,the number of vehicles,the speed of railway transportation,the density of transportation and so on,railway collisions are still frequent,resulting in road accidents.There are many risk factors in external safety management.In addition,at present,many social personnel do not have a comprehensive understanding of laws and regulations,weak awareness of laws and regulations,difficult to deeply understand various violations,their own awareness of security maintenance is not high enough to deal with various emergencies;many railway managers have not fully implemented their duties,there is order.It can not be done;many protective equipment and facilities are not repaired in place,resulting in serious water accumulation on roads or bridges and culverts.The existence of these factors will lead to the formation of railway outside road collision.Finally,through the study of line protection facilities,the paper makes clear the physical and defense effectiveness of preventing road injury and death accidents.Through the analysis of the causes leading to accidents,the paper realizes the reduction of road collision accidents by strengthening the internal safety management control,strengthening the quality of protective equipment,purifying the external environment of transportation,and implementing standardized management.Specific measures to achieve safety management outside the road are put forward.The writing of this paper has a certain guiding significance for the follow-up of railway accidents.
