In 2013,a statement released by the International Food Packaging Association regarding the overflow of foamed plastic noodles had caused public concern.The safety of the food packaging questioned and consumers' concern about the food safety issues of convenience foods increased ever since.Domestic and foreign countries have clearly defined the safety standards for food packaging and the limit of the migration of harmful substances.The academic community also has a lot of research on the issue of chemical substances in food packaging moving to food in different environments.However,most scientific experiments are to study the law of the migration of chemical substances.Nevertheless,for some chemical substances that exceed the standards,how greater the risks of migration to human health,there are fewer studies in the academic community,and the relevant quality risk regulatory documents are neither perfect.Therefore,under the principle of quality risk control in hazard analysis and critical control points,this paper uses migration experiment data and exposure parameters to carry out hazard analysis on the risk caused by the migration of hazardous materials in plastics,ceramics and metal food packaging materials.The experiment analysis is to find out the key control points from the management perspective and the deficiencies in quality risk management in this area,and finally put forward effective suggestions in the control of quality risk in migration.During the use of food packaging,attention should be paid to the contact between plastic food packaging and foods containing fats and oils,and plastics or metal packaging containing Polyphenols A migrants,and acidic foods,while keeping the temperature low and controlling the time.After the analysis of the hazards of the three food packaging migrations,the study found four key control points: inspection and detection methods for material migration,processing methods for food packaging production,circulation links with food contact,and use of food packaging materials.They point to the problems in the quality risk management of China's material migration of food packaging,such as the incomplete quality risk system,inconsistent corporate qualifications,and lack of social awareness and supervision.Finally,according to the above issues,the paper puts forward some reasonable suggestions.They are the establishment of risk assessment methods for the migration of food packaging materials and relevant risk factor databases,the improvement of relevant inspection standards that meet the international food-packaging migrant's inspection standards and the exposure parameters listed as food packaging migration and risk assessment considerations,as well as increased social safety supervision channels for food packaging materials.
