Research On The Employment Problem Of Hidden Unemployed Workers In Coal State-owned Enterprises In Yangquan

Yangquan Coal Group,the largest anthracite production base in Yangquan,Shanxi Province,is the first state-certified large-scale state-owned coal enterprise,and the industrial pillar of Yangquan City’s economic development.Under the new normal of China’s economic development,Yangquan Coal Group will become the main battlefield for resolving the overcapacity with the supply-side structural reform of coal.With the heavy lifting of reduction capacity,Yangquan Coal Group will face the conflict of insufficient employment for hidden unemployed workers.This paper will analyzes the constraints of recessive unemployment workers in Yangquan Coal Group through combining the relevant literature with field surveys.The hidden unemployed workers generally show the internal characteristics of old age,low labor quality,and weak self-employment initiative.However,in the external,they have the structural defects of state-owned enterprises,unbalanced development of urban industrial structure,and the lagging development of the labor market.Therefore,the solutions is as follows:First,the “internal expansion” of state-owned enterprises promotes the full employment mainly with upgrading of Yangquan Coal Group to expand the business scope.Second,Yangquan Coal Group apply the "reduce people" plan to re-employment.The Yangquan Municipal Government focus on the construction of a guarantee system that promotes flexible re-employment.Finally,the structural transformation and the technical education of laborer will help the coordinated development of the labor quality structure,industrial structure,and the structure of labor market demanded in Yangquan City.As a result,the Recessive unemployment of state-owned coal enterprises in Yangquan City will achieve the dual effects of prevention and governance.
