| In order to ensure the fair right of habitation of the low-income groups,the government promotes the construction of affordable housing actively.However,in the process of the rapid construction of the affordable housing,it appears frequently the problems of quality,cost,duration and so on which makes the affordable housing lose the nature of civil engineering namely protection function.Containing the advanced productive forces of a new construction model,housing industrialization can improve the residential quality,reduce cost and construction period,save energy and protect environment,and is the inevitable trend of the sustainable development of construction industry.But due to the barriers of market,technology,policy and other reasons,housing industrialization has been developing slowly.In order to solve these problems,Beijing,Shenzhen,Shenyang and other places had spearheaded the pilot construction of adopting housing industrialization to construct affordable housing,hoping to solve the construction problems of affordable housing and promote the development of the housing industrialization quickly with the opportunity of the large-scale construction of affordable housing.Firstly,the theoretical basis of incentive mechanism of industrialization construction in affordable housing were summarized.For the phenomenon of market failure in industrialization construction in affordable housing mainly caused by the positive externality,it was pointed out that the construction of the perfect incentive mechanism was the crucial measure to promote the fast development of industrialization construction in affordable housing,and two main tools were used to study incentive mechanism,principal-agent theory and game theory.Based on the analysis of the difficult condition confronted in the process of affordable housing and housing industrialization,it was pointed out that the industrialization construction in affordable housing was the inevitable choice to promote the two's sustainable development.Through analyzing the current situation of the industrialization construction in affordable housing,it was concluded that China's industrialization construction in affordable housing was still at the initial development stage.Meanwhile,the inadequate incentive mechanism was the main reason to the various problems of this market.Then,by the analysis of stakeholders of the industrialization construction in affordable housing,main motivating body and subject were determined.And the theory of incentive mechanism designed for different game players based on the construction model of affordable housing was explored,on this basis of which,two kinds of game models were established: one was the principal-agent game model of the central and local government,which was used to study the central's optimal financial incentive contract when the local government's effort level can be observed completely by the central government or not;the other was the evolutionary game model between the government and the real estate enterprises and between enterprises of the real estate,and the MATLAB was used to simulate the key parameters of the two evolutionary game models to study the best incentive power.At last,suggestions to perfect incentive mechanism were prompted,and one public rental house project in Shenzhen was used as an example to verify the above incentive suggestions.The paper was hoped to guide and promote China's industrialization construction in affordable housing. |
