"Sharing Economy" has been written into “Report on the Work of the Government” for three consecutive years.The report clearly states “support and guide the development of the sharing economy to enable greater efficiency in the use of resources”.In recent years,sharing economy has relieved resources and environmental pressures to a certain extent,but some sharing economic industries,like shared bicycle,have also exerted a certain burden on the environment.The problem regarding waste of resources and environmental pollution caused by over-launching has become more distinct.With the facts that shared bicycle's high damage rate,numbers of shared bicycle companies have closed down,and the government is planning on implementing the compulsory retirement of shared bicycle,a large number of shared bicycles are about to be phased out and updated.Also,we are facing the embarrassing situation that no one is willing to recycle these obsolete shared bicycles.This not only causes serious waste of resources,but also poses a hidden danger of environmental pollution.Therefore,how to properly handle these bicycle wastes has become a new topic in the field of municipal environmental administration.The article firstly analysis on the present situation and the predicament of shared bicycle recycling in our country.Obsolete bicycles are defined as solid wastes,comparing with general solid waste,they are more difficult to degrade and of more hazardous to the environment.At this stage,China's shared bicycle recycling is facing the problem such as lacking intention on recycling,and traditional recycling system cannot adapt to new business model etc.The second chapter of the article discusses different solid waste management schemes and systems in the field of discarded shared bicycles.In comparison with the waste disposal fee collection system and environmental cash pledge system,the mandatory recycling system has the incentive function as well as re-allocating theinterests.Thus,it can be concluded that the mandatory recycling scheme is the proper regulation path for this issue.This chapter then demonstrates the implementation of mandatory recycling scheme is conducive to promoting the development of the shared economy,alleviating resource pressures,and preventing environmental pollution.It is also a breakthrough point for promoting circular economy and the implementation of Extended Producer Responsibility in China.The third chapter of the article elaborates on the theoretical foundation and legislative status of the mandatory recycling scheme from the aspects of the concept,origin and behavior model of compulsory recovery.Then the author reviews the current legal system of shared bicycles and mandatory recycling scheme and points out the existed problem.Based on the above analysis and demonstration,the fourth chapter of the article puts forward some specific suggestions on the institution construction of the mandatory recycling scheme of discarded shared bicycle.The focus of the mandatory recycling scheme lies in how to allocate responsibility to each party in the industry chain.The first section clarifies the responsibilities of the "producers" of shared bicycles.The second section states the responsibility distribution mechanisms of other responsible parties other than producers,and the third section describes the supporting system of the mandatory recycling scheme.The design of the entire mandatory recycling scheme is intended to form a closed loop system in the area of shared bicycles through the cooperation of the government,enterprises,and users,and then solve the recycling problem of discarded shared bicycle.
