With the policy of Chinese Reform & Opening and the needs of economic development,the industry of real estate is keeping expected as the most important industry to support the national economic development since new century,which makes huge contributions on GDP growth,however,with the continuous expanding bubble economic and the being higher of Housing Price result in social contradictions become aggravate increasingly.After the meeting of the 19 th National Congress of the Communist Party of China,a series of macro-control policy have successive launched with re-defined industry of real estate by the national,the industry was starting to step back even face to the situation of reshuffle.The same,the former most popular higher–level residence in first-tier cities was starting lose the generation of higher ROI because the influence of the policy related to purchase limitation,curbs sales and the limited price etc.,with it,the investors was starting to re-invest the estimation and ROI,therefore,it is imperative to strengthen the necessary on cost control and optimization for high-level residences.Firstly,the article analyze the situation of real estate based on current policy of macrocontrol in China,the background and the significance and the research,then clarify on both of the concept and specification regarding the cost control of real estate development,also brief the essential differences between common residences and higher-level residences,the purpose is to present intuitive sense for the readers about the high-level residences in first-tier cities.Secondly,the article analyze in depth based on currently situation of the higher-level residence named “#1 Magnolia”,track back at each of stage related to the finalized cost estimation,cost design & optimization,procedure management and the final account.Meanwhile,in allusion of chapter 3 and 4,advise the related strategy how to resolve and optimize,throughout the introduction on these optimization strategy,the writer present own thoughts and experiences on cost control throughout all stages of the project for higher-level residence development.The accumulative result collected at chapter 4,especially cost evaluation during design stage and the optimization stage,which presented a series of idea to optimize the design.In accordance with fa?ade,interior decoration and ELV work which are important for high-level residence,the writer also describe in depth with several chart and data.The article combine the method of qualitative research with measurable one,the ABC classification method and the method of Value Engineering are quoted to assistant issue solving at the chapter 4,the ahead survey was quoted as well by the writer at the design optimization stage,which analyzed and comprised on the standard of allocation,brands and the technical specification for the future higher-level residences based on the result of investigation and survey on the several built higher-level ones,which means guidance and reference for readers.
