Research On Communication Infrastructure Co-construction And Sharing Development Of A City

With the increasing speed of economic globalization,human beings cannot do without the network,and the demand for communication is also growing.In order to meet the needs of human beings,China's communication operators are constantly increasing their operating enterprises,and their network investment continues to grow.This is a great challenge for China's communication operators and human resources.Therefore,major operators are urgently needed.Co-construction and sharing of communication infrastructure to minimize communication costs and save limited social resources.The co-construction and sharing of communication infrastructure not only helps to reduce the investment loss of operators,but also helps to achieve mutual benefit and win-win for all parties of communication operators.This paper first analyzes the basic theory of communication infrastructure management.This paper analyzes the network access theory under one-way access pricing and two-way access pricing,and explores the principle of non-differential treatment,mutual benefit and win-win,market economy theory and fairness and rationality of communication infrastructure construction and sharing;The current status and existing problems of the construction and sharing of communication infrastructure in City A.From the perspective of the coordination effect of telecommunication regulatory agencies,the balance effect of virtual operators,the support effect of government departments and the promotion effect of triple play,this paper analyzes the external driving force of A city communication infrastructure construction and sharing,from telecom enterprise management and market.Expanding the perspective explores its internal driving force.It is also considered that the communication infrastructure of A city is co-constructed and shared.There are confusions about the power and responsibility of the main construction of communication facilities,the problem of supervision of communication enterprises,the lack of information between the regulatory departments of communicationenterprises and enterprises,and the lack of incentives for communication enterprises to jointly build and share.Finally,from the three aspects of the Specific case,principle and content of A-city communication infrastructure construction and sharing,the specific scheme of A-city communication infrastructure construction and sharing is proposed.The safeguard measures for the joint construction and sharing scheme of the communication infrastructure of City A was explained from five aspects: defining co-construction and sharing part of property rights relationship,perfecting internal working system of co-construction and sharing,innovating co-construction and sharing mechanism,paying attention to the harmonious development of base station construction and environment,and continuing to explore new modes of co-construction and sharing development.
