Research On Government Regulation Of Taiyuan Public Infrastructure Project PPP Mode

The application of PPP model in urban public infrastructure construction project not only effectively relieved the government's financial pressure but also contributed to the double promotion of public service supply and public service quality satisfaction so as to continuously improve the credibility of the government and ultimately maintain social harmony political stability.However,due to the limited experience in PPP application in our country,the government plays a dual role in the application of PPP mode.It is not only a referee but also an athlete,leading to unclear roles and responsibilities and unclear responsibilities,thus inducing partial market failure,which in turn causes the quality and standard of public infrastructure to decline.Therefore,it is particularly important for government regulation of PPP projects in urban public infrastructure construction.This paper studies the theme of applying government regulation in PPP mode of infrastructure construction projects in Taiyuan,in order to provide operational reference for the application of PPP in Taiyuan public infrastructure.On the basis of public goods theory,principal-agent theory and new public service theory,combined with the practical experience of my own work,I also draw on the successful experience of applying government regulation in PPP model of public infrastructure projects in advanced cities at home and abroad.The main contents include: Based on the successful experience of domestic and international PPP model application,this paper applies the principle of government regulation from the PPP model,analyzes the current situation of PPP model application in infrastructure construction projects in Taiyuan,the problems existing in the application of government regulation in PPP model and the causes of the problems.,Perfect the application of government regulatory system in PPP mode,the government regulatory system in PPP mode and the perfection of legal system in the application of PPP mode,and so on.Then it puts forward the concrete path and tactics of constructing the government supervision system of PPP mode in Taiyuan.At the end of the dissertation,I put forward my own shortcomings and deficiencies,as well as the improvement direction of the follow-up research.This paper defines the concept of urban public infrastructure and governmentsupervision,proposes a theoretical framework for the application of urban infrastructure PPP model,and summarizes the problems and causes of the application of government supervision in the PPP model of infrastructure construction projects in Taiyuan,and based on this A government supervision system for the application of the PPP model for infrastructure construction projects in Taiyuan was constructed.This research will play a positive role in promoting the level of government regulation,social public service and public satisfaction of PPP projects.
