Study On Agricultural Subsidies In Beidaihe New District Of Qinhuangdao

China is a big agricultural country.Agriculture is the foundation of our national economy and it is an overall issue related to the sustainable development of the national economy.Effective agricultural policies are conducive to promoting agricultural production and increasing farmers' income.Therefore,the development of agriculture in China needs the support and protection of the government.From 2004 to 2018,the Central Committee of the Communist Party of China issued the No.1 Document with the theme of "three rural issues" for fifteen consecutive years.The state attaches great importance to the healthy and orderly development of agriculture.Agricultural subsidiesare the most important and commonly used policy for government to support and protect agriculture.After years of reform and development,China's agricultural subsidies are constantly improving,and the goal of raising farmers' income and promoting agricultural modernization is gradually being realized.This paper takes Beidaihe New Area of Qinhuangdao as the research area,and collects and analyzes the survey data by analyzing the agricultural subsidy data of Beidaihe New Area.The study of current situation of agricultural subsidies in Beidaihe new Area of Qinhuangdao,and the current situation of capital investment was analyzed through research data from the implementation and distribution of agricultural subsidies.Based on the reform of state agricultural subsidies and the development path of agricultural subsidies,the survey and research data summarize that there are five major problems in agricultural subsidies.First,the insufficient support of agricultural subsidies and the growth rate of farmers' income is slow,which cannot fully mobilize the enthusiasm of farmers for agricultural production.Influencing the modernization of the agricultural industry.Second,the structure of agricultural subsidies is unreasonable,and the expected effect of agricultural subsidies is not obvious.When farmers engage in agricultural production,agricultural subsidies do not really solve the problems that farmers urgently need.Third,the coordination of agricultural subsidies is not smooth,due to the number types of agricultural subsidies,and the distribution of subsidies is complex,which reduces the efficiency of the implementation of subsidies and affects the positive role of agricultural subsidies.Fourth,the propaganda policy is not enough.The farmers' understanding of agricultural subsidies is single and not broad enough,and the agricultural subsidy publicity work is still not extensive enough.The fifth is the supervision of agricultural subsidy funds.The supervision of weak links in the management of agricultural subsidy funds is not in place and irregular,and the supervision of funds is not smooth.Based on the analysis of the above research contents and problems,we will find out the suggestions and countermeasures for improving the agricultural subsidies in Beidaihe New Area of Qinhuangdao.In order to achieve the goal of agricultural subsidy policy to promote agricultural development,improve the outstanding problems faced by agriculture in the new district,ensure that farmers truly enjoy agricultural subsidy funds,and promote the sustainable and healthy development of the agricultural industry.
