Research On Indicators Screening Of New R&D Institutions Based On G1 Method And Entropy Weight Method

The process of globalization intensifies the level of market competition,and the competition of global advanced industries has clearly entered the era of knowledge competition.How technology drives the sustainable development of industries has become the challenge and opportunity that enterprises and even countries need to face.In China,the phenomenon of "two skins" of economy and technology is still serious.The dislocation between them makes it difficult for regional economic development to be sustainable and weakens China's competitive advantage in the international market.New R&D institutions are the product of deep integration of technology and economy,and become an important driving force for the reform of science and technology system and the transformation of regional industries.This paper takes new R&D institutions as the research object.On the basis of consulting a large number of relevant literature,firstly,it explains the concept,background and connotation of new R&D institutions,and makes a comparative analysis of the background,construction mode,function orientation,industry-university-research cooperation,institutional mechanism and achievements of four typical domestic new R&D institutions.Secondly,the initial index system of new R&D institutions is constructed from three perspectives: the summary of key elements of typical cases,the declaration conditions of new R&D institutions in typical provinces and the definition of new R&D institutions.Then,based on the specific practice of developing new R&D institutions in Hebei Province,this paper uses G1 method and entropy weight method to evaluate 31 initial indicators comprehensively,and finally sifts out 16 indicators that need to be focused on when new R&D institutions are put on record.Finally,in this paper,the index system obtained by the above method is applied to the screening of six new R&D institutions in Qinhuangdao,through the comparison with the actual situation,it is concluded that the index system is feasible and scientific in guiding the specific work of filing.The research results have certain reference value for the government and enterprises to carry out the construction of new R&D institutions.
