With the continuous improvement of social and economic development level,Henan Province has made remarkable achievements in the development of industrialization,urbanization and agricultural modernization.At the same time,it has entered a new stage of socialist rural economic construction.Under the condition of significant increase in income capacity,farmers' demand for life services has also undergone tremendous changes.In terms of actual development,the advantages of supply and marketing cooperatives in serving agriculture are remarkable,and they satisfy the conditions of becoming a comprehensive service organization for agriculture.The Nineteenth National Congress of the Communist Party of China has put forward a grand blueprint of the strategy of rural revitalization,which is characterized by industrial prosperity,ecological livability,rural civilization,effective governance and well-off life.It has been put forward as the seven strategies together with the six strategies of rejuvenating the country through science and education.This is both an opportunity and a challenge for supply and marketing cooperatives.This paper first introduces the concept and functions of supply and marketing cooperatives,reviews the reform and development history of supply and marketing cooperatives in Henan Province,and grasps the actual reform status of supply and marketing cooperatives in Henan Province,which lays a foundation for the subsequent research on the reform of supply and marketing cooperatives in Henan Province.Based on the methods of literature review,interview,case analysis and comparative analysis,this paper uses the theory of progressive decision-making,the theory of new public service and the theory of the third sector to analyze the practical problems of supply and marketing cooperatives in Henan Province.First,the foundation of grass-roots organizations is relatively weak;second,the scale of community-owned enterprises is small;third,the comprehensive service strength is not strong.The reasons are as follows: job burnout caused by staff belief crisis;low gold content of reform documents and programs;lack of cooperation concept and service function;lack of professional talent team construction,etc.Finally,this paper puts forward an effective plan for Henan supply and marketing cooperatives to achieve the reform objectives from four aspects: defining the guiding ideology and principles of comprehensive reform,refining the reform plan,strengthening the concept of "cooperative service" and strengthening the construction of talent team.
