Research On Financial Poverty Alleviation Model Of X County In Henan Province

China has a large population and poverty is widespread.The Fifth Plenary Session of the Eighteenth Central Committee clearly pointed out that by 2020,under the current standards of China,the poor people in rural areas in China will be able to get rid of poverty and all poor counties will take off their hats.At the present stage,China's financial poverty alleviation method is mainly based on simple discount loans.Although in the short term,it is slightly effective,but in the long run,if the government-led finance as a single means of poverty alleviation,and underestimating the power of the market,it can not fundamentally solve the problem of poverty.As one of the provincial poverty-stricken counties,by the end of 2017,there were 28198 poverty-stricken households,91 460 poor households,and 13142poverty-stricken households,53 681 poverty-stricken people.Most of the poverty-stricken people were poor due to illness,disability and poverty,but they did not have the ability to work,and their overall cultural quality was low.At present,the county government has implemented two kinds of financial aid-the-poor ways,namely,micro-credit for poor households with file licensing card and loans for poor enterprises,to help the poor households.Some leading enterprises in poor enterprises have developed the way of "company + base + cooperative + peasant households" to drive the poor households with labor ability to become rich through labor,while the poor households without labor ability have been promoted by the way of "company +base + cooperative + peasant household The enterprise pays proceeds in a fixed income way,and helps the poor work in an orderly way.However,there are still many problems in the work of financial poverty alleviation: firstly,the implementation means of financial poverty alleviation are rigid,mainly manifested in the complicated procedures and serious blind follow-up of financial poverty alleviation;secondly,the application effect of financial poverty alleviation is not good,mainly manifested in the single financial poverty alleviation mode,passive implementation and new technology promotion.The audiences of financial poverty alleviation methods are low.Thirdly,the technical support of financial poverty alleviation methods is defective,which mainly manifests in the low coverage of the Internet and the imperfect rural infrastructure.Fourthly,there are risks in financial poverty alleviation methods,mainly manifested in the excessive dependence of financial poverty alleviation loans on agricultural and commercial banks and the frequent use of household loans and enterprises.It is the lack of connection between financial poverty alleviation methods,mainly manifested in the lack of funds and the insufficient scale of agricultural insurance participation in the implementation of financial poverty alleviation methods.Finally,in view of the problems faced by the financial poverty alleviation methods in X County,the countermeasures and suggestions are put forward to improve the financial poverty alleviation methods: first,to improve the efficiency of the implementation of financial poverty alleviation methods,including streamlining the procedures of financial poverty alleviation methods and working methods out of mechanization;second,to develop the characteristic poverty alleviation methods adapted to local conditions,including attracting migrant workers and peasants.The third is to strengthen the technical support of Internet financial poverty alleviation,including the full coverage of the Internet as soon as possible,the construction of Internet talent team and the establishment of a sound poverty alleviation information management system.Through the study of financial poverty alleviation methods in X County,this paper hopes to play a reference role in financial poverty alleviation work in X County,Henan Province,and contribute a force to stabilizing poverty alleviation work in X County.
