Research On The Integration Between Village Planning And Project Planning

Owing to the significant development of the Pearl River Delta regional economy, the villages in the major intra-regional cities have presented the characteristics of concentrated city functions, high building density and highly intensive land utilization, etc. But due to the lack of a high-level, macroscopic and coordinated planning, the presence of overall planning lagging, as well as the absence of a long-range objective for future development, the exposed shortcomings of disorderly construction in the rural areas have produced more and more negative effects on the overall urban development. In recent years, the Party and central government have proposed a significant national policy for the construction of new countryside socialism, which makes the people pay attention to the role of village planning in village construction and reconstruction. But since the planning lacks maneuverability as well as effective implementation steps and measures, the quality of its implementation isn’t high, so a concept of project planning is introduced.In Chapter One, the thesis describes the current development situation of the villages in the Pearl River Delta, and analyzes the problems existing in village planning, construction and reconstruction practice, to provide a realistic basis for integration mode research. Then, the thesis expounds the contents of integration mode research and comes up with a method for it. In Chapter Two, the thesis, based on fundamental theoretical principles as well as policies and regulations, focuses on systematically summarizing the existing literatures and experience, and analyzing the relationship between village planning and project planning, to provide theoretical and explanatory bases for effective integration of the work contents and procedures of village planning and project planning. The focus of this thesis is to research the application of the integration between village planning and project planning in village construction and reconstruction, so in Chapter Three, the thesis introduces the concept, significance, content,workflow and supervision of integration mode. Finally, the thesis makes an analysis on the land consolidation and reservation project based on “overall village planning” carried out by Nanbu Community of Shenzhen City in the Pearl River Delta Region, to sum up the innovative exploration on land consolidation and reservation work, so as to provide new ideas for a research on the integration between China’s village planning and project planning.By researching the current construction and reconstruction mode of the economically developed villages in the Pearl River Delta Region and combining the fundamental principles of village planning and project planning as well as the relevant policies and regulations, the thesis aims to develop an innovation model, in hope of providing some reference for the similar village construction and reconstruction project planning in the new era.
