Changle district is located both in the output of Fujian-Taiwan economic communication and three links to Taiwan,and the intersection of the riverside area of Fuzhou and coastal development zone.With the rapid economic growth in the asia-pacific region,the establishment of the Fuzhou New District,the launch of Binhai-New-Town project and the implementation of the withdrawal of the city into districts,Changle's location advantages has become increasingly prominent,which can well represent the characteristics of coastal economic strong cities of Fujian province.Therefore,Changle district is selected as the spatio-temporal evolution research object of benchmark land price.Taking Changle urban area as an example,this article is trying to explore the change process of the benchmark land price and discusses its change rules through analyzing the time and space changes of the benchmark land price in 2008,2014 and 2017 based on the collection of the benchmark land price data,market and socio-economic statistics of Changle city.First,we take advantage of the ratio of internal structure changes the dynamic analysis of the benchmark land price time series,the overlay analysis by ArcGIS software,research at all levels of space evolution characteristics of various types of land to scientifically and systematically monitor the changing rules and influence factors of urban base land price,and propose relevant recommendations,which will provide a scientific basis for promoting the stable development of land market.The research conclusions mainly include:(1)From 2008 to 2017,the evaluation range of benchmark land price in Changle urban area increased with the expansion of urban area,and the graded area of various types of land presented an overall upward trend.Benchmark land prices rising gradually,various types of land on the added value,the added value of the highest commercial land base land price,and the biggest value for I level commercial land of 7135.5 yuan/m2,residential land,industrial land minimum;In terms of the growth rate,the benchmark land price of residential land increased the fastest,reaching 140.79%at the highest,followed by commercial land and industrial land with the smallest growth rate.The residential and industrial benchmark land price distribution map presents the "concentric circle" layout in general,and the expansion direction of each level of land is mainly in the southeast and southwest region.The expansion scope of the same type of land increases with the increase of the grade,that is,the expansion scope of the first-grade land is the smallest,and the expansion scope of the fourth-grade or fifth-grade land is the largest,among which the expansion scope of the fifth-grade land is the largest due to the increase of the appraisal scope.(2)By analyzing the law of spatial and temporal variation,combined with the social and economic development of Changle district and its location and environmental conditions,the paper concludes that the main factors influencing the benchmark land price of Changle district are location conditions,urban planning conditions,policy factors,aggregation degree and traffic location.Different land location,produce different use value,land price is different accordingly;Urban planning conditions affect the layout of urban space development,so urban land is divided into functional areas and land levels.Policy factors are mainly from the macroeconomic perspective,through the formulation of relevant policies or to promote the rise of land prices,or restrain the unreasonable rise of land prices;Aggregation level and traffic location are closely related to urban development level and land price.(3)By summarizing the influencing factors of land price,this article clarifies the internal law of the evolution of benchmark land price and propses the relevant countermeasures of the change of land price.A revision of the benchmark land price should be more scientific and applied,according to the actual circumstance of Changle city,reasonable urban planning,efficient allocation of land resources,land for segmentation type,improve the land price system,the land price dynamic monitoring results for reference,further standardize the benchmark land price update work,improve the results of application and timeliness,prompting the land market steady development.
