Research On Internal Control Of S Provincial Quality Supervision Bureau

Administrative institutions provide services for society.Actually,for administrative institutions in China,in order to improve their efficiency of work and quality of service,the effective implementation of the internal control system is particularly important at this time.In recent years,the internal control construction of administrative institutions in China is gradually maturing,but there are still lots of problems,such as the rules and regulations of internal control are not standardized,weak ability to prevent risks,and the internal and external guidance supervision is missing,etc.In 2012,the Ministry of Finance promulgated the‘Regulations on Internal Control of Administrative Institutions'.Since January 1,2014,the specification has been officially implemented in China.This regulation not only provides ideas for the internal control framework construction of administrative institutions,but also makes clear specifications and requirements for the framework structure.At present,through the efforts of scholars from all walks of life,the research of internal control in China has achieved initial success.All administrative institutions have established a relatively complete internal rules and regulations of control system.Meanwhile,it is still in the stage of exploration and implementation.Thus,it is also necessary for all sectors of society to work and improve together.Only by constantly learning from the excellent places of developed countries and improving them,we can establish an internal control system with our national conditions.As a department directly affiliated to the provincial government,S Provincial Bureau of quality and technical supervision serves the public and bears important social responsibilities such as guiding quality and technical issues,product quality testing and inspection,and the important role it plays in the process of harmonious development of the society can not be ignored.Taking S Provincial Quality Supervision Bureau as an example,this paper focuses on the problems and shortcomings in the implementation of internal control based on the introduction and analysis of its present situation,analyses the problems existing in the internal control at the unit level and the business level,points out the reasons for theseproblems,and then puts forward relevant suggestions combined with the present situation of the internal control of administrative institutions in China.It is hoped that through the analytic demonstration of the problems existing in the internal control of S Provincial Quality Supervision Bureau and the measures to improve that has been put forward,a meager effort will be made to improve the overall internal control level of S Provincial Quality Supervision Bureau and even that of the administrative institutions in China,and further to promote the construction and development of a harmonious society in China.
