From the perspective of today's energy structure,thermal power still dominates the current power supply.How to ensure the healthy,sustainable and effective development of thermal power industry has become the research focus nowadays.Safety plays a very key role for the development and expansion of thermal power enterprises.In recent years,safety accidents occur frequently in thermal power enterprises,which seriously restrict the development of the industry and impact the output of economic indicators.Therefore,safety control has become a key research and management subject for thermal power enterprises,and it is of great significance to establish risk preventive measures.At first,this paper expounds the historical background and realistic significance of this research topic,describes in detail the HSE(Health,Safety,Environment,hereinafter referred to as HSE)risk management & control.Considering the characteristics of the current risk management of all kinds of industry,this article mainly introduces the application of HSE risk control in the oil industry.It also objectively analyzes in detail the characteristics of production operation,safety risk control,and the process of hazards identification,etc.in the thermal power enterprise.Secondly,considering the characteristics of the current HSE risk control in thermal power enterprise,this research study how HSE strategy works in the operation mechanism in Chifeng Thermal Power Plant co.,LTD.(Chifeng Thermal Power Plant in short).According to the working method of observation,investigation,interview,document literature,brainstorming,and the PDCA circulation method,this research analyze the organization setup,personnel composition,rules & regulations and staff roles& responsibilities of the operational department which in charge of implementing the HSE risk control strategy in Chifeng Thermal Power Plant.Through the PDCA cycle theory,25 HSE tools are developed to implement risk control strategies.The results show that,through the application of the HSE risk management and control strategy in Chifeng Thermal Power Plant,all the safety production indicators of Chifeng Thermal Power Plant have been completed well,and the HSE risk management and control objectives and indicators have been achieved.Safety production performance indicator: accident rate during 200,000 working hours is between 0.15 and 0.5.The evaluation result of HSE system is ?85 points.HSE full participation index: the full participation rate of the safety observation card(HELP)is ?80%.HSE leading indicators:the safety ratio of HSE leading indicators is ?90%.On this basis,the HSE risk control improvement plan is proposed,forming the HSE risk control closed-loop management system.The innovation point of this paper is that,based on existing methods such as PDCA cycle theory,considering the actual characteristics of the company,relevant HSE risk control tools are developed and a closed-loop management system of HSE risk control is formed,which has important application value and practical significance for guiding the application of HSE risk control system in thermal power enterprises.
