Research On The Construction And Strategy In Smart Cities

With the process of urbanization,an increasing number of “urban illnesses” have been emerged constantly.The government at all levels has to resolve these hot and difficult problems,such as the shortage of public resources,the increasing of population density,the pollution of living environment,the heavier of traffic jam and the deterioration of public security.In terms of the public service and public governance,the current governance methods based on administrative compelling force cannot match the rapid urban development.Thus,the governments need to change the governing philosophy urgently,and use more effective and convenient methods for better management.The urban development and revolution are deeply affected by new generation of information technology,such as the big data,internet of things,cloud computing,artificial intelligence,mobile internet,and etc.They are helpful to form a new governance method,city morphology,business model and economic growth point,and also provide new impetus and new energy to city development,which can give more effective solutions of “city illness” for the government at all levels.In the context of the above,the “Smart Cities” emerges at the right moment,which utilize the new generation of information communication technology,in order to satisfy a variety of life demands of urban residents,provide rapidly healthy and sustainable development paths of city development,and provide new and efficient methods of delicacy management for the government at all levels.The effect of Smart Cities on the innovation city management philosophy and the improvement of residents' acquisition and happiness are increasingly apparent,through the continually researching,practicing and exploring in different cities around the world in recent years.This paper based on the practical situation of construction and strategy projects in Smart Cities of Zhengzhou Airport Economy Zone.It uses the open governmental theory,the digital age governance theory,the integral governance theory,and the experience of domestic and foreign successful cases,which points out some problems,such as in-comprehensive and careless of planning and design,information isolated island,insufficient application depth of data mining,shortage of talent support and imperfection of operation and maintenance system.According to these problems,this paper would propose to define the top-level design,deepen the data mining,increase the talent supports,perfect the operation and maintenance system and innovates construction management model.It will further provide valuable advice in order to utilize city management,city service and healthy development for construction and strategy projects in Smart Cities of Zhengzhou Airport Economy Zone.
