Research On The Implementation Status And Countermeasures Of Rural Minimum Livelihood Security System In Youxi County

In the 40 years since the reform and opening up,China's economic development has achieved remarkable achievements,but there are also problems such as the widening income gap between urban and rural areas.While the urban economy is developing rapidly,there are still some vulnerable groups in rural areas,such as the disabled,the elderly and orphans.Patients with severe diseases,etc.,who are unable to work and can not solve the problem of survival on their own,need a social security system that can guarantee the basic material life of these vulnerable groups.This has led to the creation of a rural minimum living security system.Rural subsistence insurance system is an important part of the rural social security system and the foundation of the rural relief system,which plays a pivotal role in ensuring the basic livelihood of the rural poor.This paper takes the implementation status of rural subsistence allowance system in youxi county as the research object.Through literature analysis method,questionnaire survey method,interview method,data analysis method and so on,the paper deeply studies the operation process and current situation of rural subsistence allowance system in yuxi County,and finds that the rural subsistence allowance system in yuxi county has been implemented since 2009.The standard of protection has been continuously improved,and the coverage has been continuously expanded.It has basically guaranteed the basic livelihood of the rural poor,maintained rural social stability,and promoted social fairness and justice.At the same time,it is found that there are also some shortcomings and problems in the operation of the rural subsistence system in Youxi County.For example,from the perspective of the top-level design of the rural subsistence system,there is a lack of national uniform relevant laws as a support;From the perspective of system operation,it is difficult to accurately account for the income of rural subsistence allowances,the supervision mechanism is not perfect,the dynamic management mechanism is not flexible,the Democratic appraisal and publicity are formalized seriously,and the construction of grassroots management institutions and staff needs to be strengthened.This paper makes an in-depth investigation and study of the above mentioned problems,analyzes the reasons,and puts forward some pertinent policy suggestions,such as the introduction of rural subsistence insurance laws as soon as possible,to provide legal security for the implementation of the rural subsistence insurance system;We will establish a platform for checking the economic situation of rural households with low subsistence allowances and establish a system for accounting indicators for rural residents 'income.Establish dynamic management mechanism that can enter and exit;Strengthening supervision and institution-building;Improving the system of Democratic deliberation and publicity;We will strengthen grassroots rural subsistence security management institutions and personnel development.In order to provide useful policy reference for the operation of rural subsistence allowance system in Youxi County and other counties.
