Electric energy is the indispensable energy foundation for economic development of our country and to meet the requirement of people's better life.With the continuous adjustment of China's energy structure,solar energy,which is clean and inexhaustible,plays an increasingly important role in China's energy structure.The photovoltaic power generation industry has been flourishing in recent years,Formed a huge scale of the photovoltaic industry.With the adjustment of national industrial policy,the market of photovoltaic power generation tends to be saturated,and the competition of distributed photovoltaic enterprises is getting more and more fiercer.Due to inaccurate early cost prediction of distributed photovoltaic projects,unreasonable project cost planning,and inadequate cost control during the construction process,project losses are common.Therefore,if distributed photovoltaic enterprises want to take the lead in this round of competition,they must attach great importance to project cost management in the management of distributed photovoltaic projects,and the core of project cost management is the link of project cost control.Firstly,the article summarizes the meaning and basis of project cost and project cost control.Studied the existing theories and methods of project cost control,including ABC classification,value engineering theory,earned value method and target cost method.do a good job of theoretical preparation to set up a comprehensive,advanced and scientific project cost control system,meanwhile The author collected the current cost control data of MH company's distributed photovoltaic project through field investigation and interview,and analyzed the existing problems and causes in the process of cost control.Secondly,by understanding the cost control requirements of MH company and finding out the problems,the organizational structure of the distributed photovoltaic project of MH company was adjusted and improved,and the cost control process was reorganized and improved according to the organizational structure.The article puts forward different management methods for the pre-event,in-event and post-event stages of cost control.In the pre-cost control stage,ABC classification is used to sort the factors affecting the project cost,and different measures are taken to control the classification.Factors which affect the cost of the most critical class A,using value engineering method to find the most beneficial to the project cost optimization scheme,make the reasonable control of the project cost in the early stage of the project at the same time,for the project construction phase to provide more accurate and reasonable cost plan,cost for matter control and afterwards control to lay A solid foundation.In the process of cost control,the author proposes to use the combination of target cost method and earned value method to control the cost,and at the same time give full play to the role of cost assessment in the post-control,improve the cost control work,so as to form a closed loop cost control system.Finally,from the perspective of organization,technology,economy and system,a series of measures are proposed to provide strong support for the effective implementation of cost control.
