Research On The Supervision Of "Three Capital" In The Rural Areas Of Lucheng District Of Wenzhou

Rural residents are the important parts of residents in China.The improvement of their living standard is conducive to improving the overall economic strength and promoting the development of harmonious society in China.Therefore,it is in line with the basic national conditions of China to continue to promote the development of rural areas,push forward the rural reconstruction and reduce the gap between urban and rural areas.The sustainable and healthy development of rural economy is inseparable from the Management of funds,assets and resources("three capital" for short)in the rural areas.It is of great significance to regulate and strengthen the supervision of "three capital" in the rural areas.On the premise of combining with the actual situation of rural areas,how to further standardize the financial behavior of rural areas and good use of "three-capital" in the rural areas need to be considered.It is the focus and ultimate purpose of research on the supervision of rural “three-capital” in the rural areas.It can truly not only realize open management of "three capital" management decisions,democratic financial transactions,standardized daily management,normalized team,information-based supervision,but also enhance the standardization level of "three capital" management and promote the sustained and stable development of rural economy.The paper introduces the research background,purpose and significance;screens and summarizes the current status of related research at home and abroad;apply literature review,inductive analysis,field survey,qualitative analysis and quantitative analysis;and utilize the theory of principal-agent,the theory of centralization and decentralization,the theory of the tragedy of the public etc.All of these are to research on the supervision problems of "three-capital" in the rural areas of Lucheng District of Wenzhou.The paper discribes the current situation and characteristics of “three-capital” development in the rural areas of Lucheng District.And then,it expounds the main practices of the supervision work of "three-capital" in the rural areas of Lucheng District,including improving regulatory agencies,building supervision platform,implementing long-term mechanism,strengthening daily management and carrying out special actions.At the same time,the paper points out the existing problems in the supervision of "three capital" in the rural areas of Lucheng District from levels of district supervision,street supervision and rural internal supervision.The paper analyzes that the causes of the problems are from four aspects including ideas,team construction,supervision channels and working mechanism.In view of problems and causes,this paper puts forward some countermeasures for perfecting the supervision work of "three-capital" in the rural areas combined with the reality of the Lucheng District.Lucheng District need change the concept of ideas and improve the degree of attention,strengthen the construction of the team and improve the level of ability,strengthen supervision and broaden the channel of supervision,improve the working mechanism and implement the work system,explore the innovation measures and deepen the system reform.Then,the foundation and behavior of "three capital" in the rural areas can be steadily tamped and standardized.If "three capital" in the rural areas can be managed well,it will be more standardized,more open and more democratic.It is necessary enhance the supervision level of "three capital" in the rural areas so as to promote the sustained,healthy and stable development of the rural economy as a whole.
