| Public-Private-Partnerships emphasizes the use of market mechanisms to carry out public projects.It is conducive to the government side with less cost,to provide more and better service.Since 2013,the PPPs develops very fast in China.But there are still some problems.Due to the share of responsibility is unscientific,the match of responsibility is unreasonable,the actor's ability to perform is not good enough,the speculation in the process of performance,supervision is not in place and other reasons,PPP projects suffered losses.In order to construct an effective responsibility mechanism of PPP project and guide the project practice,it is necessary to carry out a comprehensive study on the responsibility mechanism of PPP projects.Based on the development of PPP model,this paper analyzes the changes and construction of PPP project's responsibility mechanism at home and abroad.This paper studies the construction of the responsibility mechanism of PPP projects in China from the aspects of the development of PPP projects in China,the distribution of responsibilities among the project subjects and the distribution of responsibilities within the life cycle of the PPPs project.For further analysis of China's PPP project responsibility mechanism problems,do a good preparation.This paper analyzes the matching problem of PPP project responsibility mechanism in China,the dislocation of the responsibility of PPP project subject,and the opportunistic behavior problem in the implementation of PPP project responsibility mechanism.Pointing out some deficiencies in the practical operation of the evaluation of value for money and the ability of financial commitment.And studies the three key influencing factors of PPP project responsibility mechanism.Aiming at the problem of the mismatch of the responsibility model in the PPP project,AHP is used to analyze the responsibility scheme of the underground integrated corridor PPPs project in Haikou City.Finally,the main optimization ways of PPP project responsibility mechanism are put forward. |
