In recent years,with the globalization trend of the world economy and the globalization trend of market competition to further deepen,more and more scholars and business managers further realize that human resources is the most core competitiveness and strategic elements of the development of modern enterprises,and the key elements of modern social production and the most important strategic resources.To implement effective human resources management has gradually become the key to realize its own effectiveness,sustainability in the enterprise,and companies increasingly expect through formulating and implementing scientific and effective human resource management policies,methods,measures such as to further enhance the staff's organizational commitment,and then increases the accumulation of organizational citizenship behavior in enterprises,improve business performance and market competitiveness of the strategic objectives.Although enterprise invested a lot of manpower and material resources,financial resources and other resources to build and improve their own human resources management system,these human resource management measures are not effective understanding,identity to employees or implementation is not complete in most cases.They only focus on Human resources management content and ignores the effective implementation of human resources management measures,leading to the lack of corporate citizenship behavior accumulation,and ultimately difficult to play its real effect of improving the competitiveness of the enterprise market,which is the scholars Bowen and Ostroff put forward "human resources Management strength " concept of the reasons.In the actual management of the enterprise,the high human resource management intensity,that is,the measures can effectively obtain the staff's understanding and recognition,and forming a unified awareness and effective implementation within the enterprise,which is not only the key to realize the enterprise human resources management system effective operation and promote the accumulation of organizational citizenship behavior,but also the strategic elements of enterprises continued to gain market competitiveness.In this paper,through research on the content and measurement of the strength of human resource management and the organizational citizen's behavior,and the relationship between them,the author investigates and collates the data and finds out the high-intensity human resource management system.Behavior has a positive effect,including organizational commitment played the part of the intermediary role between them.This means that all measures of enterprise human resource management system should be consistently,clearly and effectively communicated to every employee,and get their understanding and identity,in order to as much as possible to fully improve the organizational commitment of employees,motivation and organizational citizenship behavior accumulation,improve the performance of enterprises and market competitiveness.
