The Study On Project Cost Management Of Harbin Huanan City

At present,the real estate industry has become an important part of China's economic development.With the country on the real estate regulation and control efforts continue to increase,real estate companies are facing pressure and challenges.Therefore,the real estate enterprises in urgent need through cost management,reduce their operating costs,to maximize the value of enterprises.In this paper,through adopting earned value analysis to the cost management of Harbin Huanan City,we found the cost of the project in Harbin Huanan City is overspending.The main reason is that the early cost estimation is not enough attention,the contract management is not in place,the information transmission lags behind,the dynamic cost control is difficult and the change is too frequent.After that,the causes of the problems are analyzed,which include:inaccurate project cost estimation,unscientific project cost budget,lack of cost control in project implementation,lack of project change control and the project cost responsibility assessment mechanism.And then combined with the modern cost management theory,the cost management system of Harbin Huanan City was redesigned from five aspects: resource planning,cost estimation,cost budget,cost control,cost accounting and final accounting.Finally,the paper puts forward the safeguard measures for the implementation of the project cost management system in the Harbin Huanan city,including: redesign the organization structure,establish the internal market management mode,strengthen the project management responsibility system,advance the information construction,strengthen the cost performance appraisal,strengthen the people management Awareness and other measures.Through this study,we can be found: cost management is an important way to enhance the competitive advantage of enterprises.Although this study is based on the current situation of Harbin South China City project proposed cost management system optimization design,but for the other real estate industry,the cost management system design and reform also has some inspiration and reference.
