In recent years,the overall communications industry market has become increasingly saturated,the 4 g era,competition is intensifying,lead to the communications industry revenue growth is slowing,in the face of internal and external environment,under pressure in the continuous reform and innovation of the China telecom to break through the dilemma groping forward.China telecom has decided to "draw litt le contract\" as one of the important strategic transformation of telecom.Rowed small work since 2011,the organizat ion structure and validat ion rules and the amount of the cost pool rowed small caliber unif ied works the same theme,the purpose is to even up the rowed small contracting units at the grass-roots level of benefits,on the basis of the rational allocation of resources,make contract incentive.To further improve the mechanism of the small cross,supported by nabla rowed small is the enterprise management foundation,means that the next smallest business unit is zoned small unit,which operates the system is based on cross small unit,the whole company to deepen reform and process reengineering will revolve around small build a new operating system.This paper mainly researches,analyzes and summarizes Shihezi Telecom's planning of small contracting.First of all,this article reviews the course of reform of the telecommunications industry,from the stratification of the “small”status of the Shihezi telecommunications company,the“strategy and innovat ion” of the stratification of the Shihezi company,and the implementat ion of Shihezi's “layered” contracting implem entation.Three aspects of the principle and principles of the analysis of the status quo of stratified contracting of Shihezi Telecom Company;secondly,through the summary of the small typical cases of Shihezi telecommunication government planning,the problems existing in the stratification of the small contracting mechanism of Shihezi Telecom are identified;finally,the paper proposes further improvement of Shihezi.Specific measures for tiered contracting of telecommunications.Through analysis and argumentation,the following main conclusions are drawn from this paper:(1)Shihezi Telecom's stratified “small planning” contracting continues to develop,with the number of small contracting units,the total number of small CEOs,and the termination of labor contracts contracted by employees.(2)Shihezi Telecom's stratification of “small planning ”mainly inc ludes optim izing the responsibility of urban sub-branches,intensifying the integration of operation and maintenance,streamlining the customer response process,combing the data of the broadband offensive and defensive chart operations system,improving the assessment methods,and managing personnel.In areas such as regional support,its innovat ions are reflected in the three aspects of ideological and conceptual renewal,business model innovation,and management method innovation.(3)Shihezi's telecom stratified contracting mechanism has the problems of “demarcation of small scale”concepts,marginalization of resources,inadequate matching of resources,and delineat ion of small scale” issues in the three aspects of grassroots responsibility,power,and interest reciprocity.(4)Perfecting the stratified contracting mechanism of Shihezi Telecommunications Company needs to start from the three aspects of innovation,“small planning” management concept,emphasis on capacity enhancement,and standardization of the small work flow.Among them,the innovative "small planning" management concept mainly starts from three aspects: raising employees' awareness,combining camp and maintenance,and strengthening the market selection mechanism of responsible persons.Focusing on capacity enhancement mainly includes three aspects: upgrading of technical capabilit ies,improvement of service capabilities,and improvement of management capabilit ies.Improve corporate culture.The standardization of the small work flow mainly starts from the following three aspects: the definit ion of employee responsibilities,the enhancement of the front-end scheduling work,and the optimization of the back-end scheduling workflow.
