Study On Credit Evaluation System Of General Contracting Enterprises From Public Governance Perspective

With China's fixed assets investment and construction added-value continuously increasing, the credit problems of the general contracting enterprise have deep impact on the national economy and construction industry. Although in recent years, the credit system in the construction field has made great achievements, the construction enterprise's credit imperfections still exist, especially the general contracting enterprise's credit problems, which are the force of the construction industry. In order to better solve the credit problems in the construction field, it is necessary to study the general contracting enterprise's credit evaluation in depth. Under this background, based on public governance theory, this thesis make a theory and practice combining exploratory study on the general contracting enterprise's credit evaluation system.Public governance theory is the theoretical basis and research main line of this study, which provides a strong theoretical support for the foundation of the credit evaluation system of the general contracting enterprise. First of all, from the two ways which are the fundamental point of public governance and establishing process of the credit evaluation system, this thesis expound the application of the mechanism of the public governance theory in this study. The credit evaluation index system is constructed based on literature analysis and questionnaire investigation. Next, the principal component method and support vector machine combined model is established to evaluate the general contracting enterprise's credit, and the accuracy of the evaluation results is verified by a numerical example. The evaluation result of the comprehensive principal component analysis(PCA) model can both use as the input data of support vector machine model, and can be used directly according to user's needs. The two formats of output of the PCA and SVM combination evaluation model are the relative credit order and corporate credit rating, which the users can select the format of needs. Based on the credit evaluation index system and the credit evaluation model, this thesis construct a credit evaluation system of the general contracting enterprise with the guidance of public governance theory, including credit information collection, filtration, index system, credit evaluation and credit information storage. The establishment of this system wants to provide some reference for the credit evaluation system of the general contracting enterprise.
