The Research Of Comparison And Optimization Of Social Insurance Premium Collection Mode In China

Since the 50 s of last century,China's social insurance system has undergone twists and turns,and gradually established a social insurance system mainly based on basic old-age insurance.The social insurance system based on the mode of collecting social insurance premium plays an important role in safeguarding the life of our residents and maintaining social stability.As a developing country,the level of economic capacity and productivity needs to be improved.At present,China is in the stage of gradual transformation of the economic system.In the context of the further expansion of the gap between the rich and the poor and the gradual decline of the traditional family security function,more and more problems are faced by social insurance.Under the current model of social insurance premium collection in China,it is unable to meet the increasing demand for social insurance funds,whether it is the full responsibility collection of social security,the land tax and the full responsibility of the land tax.Therefore,we must optimize the existing model of the current social insurance premium collection,as far as possible to collect more social insurance funds to solve the current balance of payments unbalance.In view of the model of social insurance premium collection,the author uses comparative analysis and case analysis to analyze the current status of the existing social insurance premium collection mode in China.It is found that there is no unified collection,high administrative cost,inconsistency of collection level in various areas and not close cooperation among various departments in the mode of the collection and payment of social insurance premiums in our country.Problems such as not strong legal restraint and so on.By drawing on the ways and experiences of foreign social insurance funds collection,the author puts forward the countermeasures and suggestions to optimize the payment mode of social insurance premiums in China from four aspects: perfecting the legal construction,perfecting the construction of information service,perfecting the construction of supervision and management mechanism,and gradually realizing the social insurance "premium" to the "tax".
