Study On The Budget Execution Problems Of The Three Public Expenses Under The Background Of The New Budget Law

In the recent years,the ratio of administrative cost of “the three public expenses” in our country is increasing.The three public expenses have been exposed many times there exists waste and corruption,and it brings serious damage to the public interest and the government image.As Chinese political democratization level is improved,“the three public expenses” is increasingly becoming the national problems.The national questioning about the government's “the three public expenses” and its execution problems have become one of the current problems in the field of public administration to be solved urgently.At present,our government has adopted various measures to improve the governance of the three public expenses,such as eight regulations and the reform of the bus,which have achieved remarkable results.In order to further standardize the use of financial funds,the third plenary session of the 18 passed "the central committee of the communist party of China about certain major issue decision comprehensively deepens reform,clear requirements to improve the budget management system.Budget management is the foundation and core of public finance management,and "the three public expenses" is a very important part of public finance budget.New budget law has been enforced since 2015,which influenced seriously the budget management of the three expenses.It promotes implementation of financial capital more standardized and transparent,and puts forward more updates on the request.Under the background of the new budget law,the administrative institution of the three expenses budget implementation overcomes the problems such as the general public data and negative attitude,but there are still various problems,such as unbalanced budget implementation progress,nonstandard accounting pay,etc.Taking advantage of this opportunity,we will actively explore new methods to the implementation of the three public expenses budget issues by combining the measures of the current government to promote the governance of the three public expenses.Through consulting a large number of documents and journals,reviewing the research process and status at home and abroad,I used literature method,historical method and case method three kinds of research methods,with M unit as an example,based on the relevant theoretical knowledge of public management,from the perspective of budget implementation of the administrative institution thereof funds question research.I analyzed the cause of the administrative institution problems of budget implementation under the background of the new budget law.And I put forward a series of concrete thinking,countermeasure and suggestions,including scientific and standardized budget formulation,improve the effect of public budget and improve the execution of budget supervision mechanism,etc.through three public expenses at home and abroad for reference,the budget execution excellent management experience.
