With the ever-increasing competition,technology has become an important resource in industrial competition.How to continuously improve industrial technology capabilities to ensure its own competitive advantage is the core issue of national industrial development,and it is also an important research topic in the academic field.With the disclosure of the nature of technological capabilities,the promotion of technological capabilities through knowledge management has gradually gained importance.Industrial development has begun to seek ways to enhance technological capabilities from the perspective of knowledge management.Based on knowledge management,this paper empirically analyzes the impact of different models of knowledge flow on industrial technology capabilities and reveals ways to improve industrial technology capabilities from the perspective of knowledge flow.Firstly,this article summarizes relevant domestic and foreign literature,defines the concept of industrial technology capability and knowledge flow,and analyzes its constituent elements.The concept reflects the technical capabilities from three aspects: technological growth capability,technological competitiveness,and technology expansion.Dividing different models of knowledge flows from two aspects: knowledge flows in various technical fields within countries,and knowledge flows in international technical fields.Secondly,based on the theoretical basis,this paper elaborates the mechanism of the impact of internal and external flow of knowledge on industrial technology capabilities,and builds the theoretical model of this paper with industrial technology capabilities as the dependent variable and knowledge flow as the independent variable.This article uses the biotechnology industry in China,Japan,and the United States as an example and collect data from the EPO patent database PATSTAT based on the variables involved in the model.On the basis of data collection and collation,firstly,patent data were used to measure the various indicators of knowledge flow and industrial technology capabilities,and overall descriptive statistical analysis was performed.Then,according to the classification of countries and technological fields,cluster analysis and regression analysis were carried out.The clustering results show that the internal and external flow intensities of knowledge between the five major technical fields of the three countries are significantly different from the technological growth ability,technological competitiveness,and technological expansion ability;the regression analysis results show that the impact of knowledge flow intensity on technology growth capacity,technological competitiveness,and technology expansion capacity are different respectively between the three countries.And there is a significant gap between China,Japan and the United States.Finally,based on the empirical results combined with the characteristics of China's biotechnology industry development,this paper put forward China's policy recommendations on the coordination of industrial technology upgrading in this industry from the perspective of knowledge flow.
