In recent years,the urban district,industrial park,the core area,hi-tech development zone several major problems in cities such as regional development: one is the lack of scientific planning,city development uncoordinated booth pie type development mode,has created a lot of sleep,empty city and city ghost town;Second,the local government has limited financial resources and the debt scale is increasing rapidly.The old model of urban regional development and construction relying on fiscal direct investment faces huge funding gap.Third,the government's construction management expertise is relatively inadequate,and it is difficult to ensure the efficient promotion of large-scale regional development projects.Therefore,it is of great significance to explore the construction of urban area and the new mode of investment and financing.Paper review and summarize the current domestic and foreign city regional development pattern of the three types,namely,government should completely,fully market-oriented,and the government and enterprise cooperation development,and through the method of literature review at home and abroad about the regional development pattern,the government and enterprise cooperation,the literature of the integration development of city,the empirical and theoretical analysis and research,found that one is "government leading,enterprise operation mode widely used in the regional development and construction projects;Second,the government and enterprise cooperation model in do not have the operating conditions of nonprofit land arrangement,infrastructure and public service facilities of urban regional development project,there are few studies using;Third,in the development of urban area development projects,the government and enterprises should give full play to their respective advantages and win-win cooperation.In development and construction financing model,this paper USES the comparative method of finance investment,BT mode,ABS,PPP pattern of the main features,and existing problems of instance analysis,found that a single investment and financing way is difficult to effectively solve the current urban development and construction overall huge funding gap,in the domestic financing tightens,accelerated the development and construction of the environment,to explore new area development and construction mode.Based on the analysis of AHP,the applicability of the cooperation model between government and large enterprises in urban development and construction is obtained.The problems existing in the development process,the thesis combines area,put forward "the government leading,market operating,enterprises to participate in"," management committee + command + platform company" organization principles and forms of government and big business cooperation development mode,analysis of the model concrete ideas and works.Through reasonable government and enterprise division of responsibilities,implementation procedures,industry import requirements,equity ratio distribution,reward system,floating revenue management mechanism,risk allocation and more effective to solve the regional common the development project of a city separation in severe cases,finance cannot afford,debt risk big,the talent shortage problem.In guangzhou nansha LS area development and construction projects,for example,according to financing channel need to be improved.Government and big business cooperation development mode is a new innovation under the normal economic development mode,suitable for cities in regional economy is relatively developed areas land development,infrastructure and public service facilities projects,compared with the traditional mode has many advantages,in the regional development project is economically feasible in practical application,the research for the future in the same area of city regional development provides a reference of the experience.Through further research and exploration and improvement,combined with current national policies and regulations as well as regional situation,the application of the development and construction projects in similar urban areas is promoted.
