Application Research Of Infrastructure PPP Mode Based On New Urbanization In Guizhou Province

With the further development of new urbanization,the characteristic urbanization of Guizhou mountain area has entered into the development stage that is not only to ensure a certain development speed,but also to adhere to the "people-oriented" and pay attention to the quality.The promotion of new urbanization is inseparable from the construction of infrastructure,and the construction of infrastructure needs a large amount of capital.Guizhou province is located in a remote and less developed mountainous region with a small total economic volume.The government's fiscal revenue has severely constrained the local infrastructure construction.In recent years,with the strong support of central policy and finance,the infrastructure construction of Guizhou has been greatly improved,and it has become the first “high-speed county” in the western region.At the same time,the application of PPP mode in the infrastructure field for Guizhou is increasing day by day,but the problems that accompany it are also increasing.Firstly,the new urbanization of Guizhou Province was taken as the background and the objects to be studied was brought out.The current situation of PPP application at home and abroad was summarized by using the literature analysis method,which demonstrating the current frontier of PPP application.The core elements of the infrastructure are introduced through the preliminary definition of the PPP concept,i.e.the definition of the cooperation deadline,the operation mode and the transaction structure.The risk sharing mechanism of the PPP project was analyzed,and the relevant theoretical basis for the application was put forward.Secondly,the statistical analysis method was used to analyze PPP application status of Guizhou infrastructure and the government's financial capacity,which finding out the problems of the imperfect laws and regulations of PPP,the low quality of the project,the low projectlanding rate and the lack of government financial ability.Case analysis method was used to analyze the PPP project about rural tourism complex as a whole in Xichonghe,Panxian,and the core elements and risk sharing of the project were analyzed,the rationality of the theoretical knowledge in front was verified,and some referential experience were provided.Finally,in view of the problems raised in the front,the paper proposed some suggestions,mainly about improving the construction of regulations and application systems,doing a good job of demonstration projects to explore the "PPP model" of Guizhou,strengthening the review and improving the assessment mechanism.This paper draws a conclusion and gives a suitable prospect.
