For a long time,China's infrastructure construction mainly dominated government investment,there is little social capital and private capital involved,since twenty-first Century,with China's emphasis on new-type urbanization continues to improve,the proportion of basic infrastructure investment increased significantly,single financing channels cannot meet the need of the development of infrastructure,shortage of funds the financing channel is not smooth and becomes a bottleneck,restricting the new-type urbanization infrastructure's developing.So,diversified investment and financing channels will introduce urban infrastructure construction,participation of social capital,private capital,in order to improve investment efficiency,promote the development of new-type urbanization.Infrastructure project in the use of BOT mode,changing the previous government as the single investment entity,private capital will be more and more widely in infrastructure projects,to reduce the financial burden on the government,thus easing the contradiction between the infrastructure construction of the huge demand for funds and the government limited government financial investment.BOT mode of introducing market competition mechanism,the balance of project cost,risk and profit,the introduction of new products,technologies and management concepts,improve the efficiency of the operation of the project,effectively spread the risk of the project,produced good social and economic benefits.Under the background of new-type urbanization,this paper first summarizes the domestic and foreign research status of the new-type urbanization infrastructure financing mode,and determines the research objectives,methods,content and technical route.Secondly,combined with the project classification theory to describe the classification and characteristics of the new urbanization infrastructure projects and the adaptability of BOT mode in the new-type urbanization infrastructure projects.Finally,based on the theory of game theory and BOT project concession period as the basis,in order to maximize the return on the government social benefit maximization and the project company itself as the decision objective,the establishment of concession period decision-making model of the government and the project company,and on the assumption that a product or service prices remain unchanged under the conditions of analysis when the uncertain factors lead to project income is too high or too low,the franchise right adjustment method,to provide theoretical support for infrastructure BOT project concession period decision-making practice,reduce the probability of failure of BOT project.
