Performance appraisal is the core content of modern human resource management system.The imperfect performance appraisal has always been an important reason for the mechanism of state-owned enterprises in China.Daqing water supply company is the largest municipal water supply enterprises,belonging to state-owned sole proprietorship.In recent years,although the company has established the performance appraisal mechanism in the first place,it still faces the problems that the company's leadership performance appraisal system is incomplete and the implementation is not in place.How to establish a sound and strict implementation of the performance evaluation mechanism of the company leadership,and how to give full play to the performance appraisal of the leadership of the company's incentive and binding role,is an important issue placed in front of the Daqing water supply company.Based on the theory of performance evaluation at home and abroad,this paper introduces the present situation of the Daqing water supply company leadership performance evaluation,and points out the problems existing in the company leadership performance evaluation.This paper also analyzes the properties of the company's public enterprises,and clarifies the basic principle and main criteria of the performance appraisal of the company leadership.Aiming at the existing problems and the insufficiency of the company leadership performance evaluation,this paper expounds the company leadership performance evaluation from the entity of the content and index system,and expounds the company leadership performance evaluation from the application of the methods and measures.This paper seeking to more scientific and practical performance evaluation index,more perfect performance evaluation procedures,strict and effective performance appraisal application,provide a useful reference for the Daqing water supply company leadership performance evaluation,but also provide valuable reference for the public welfare state-owned enterprise leadership performance appraisal.
