Comparative Analysis On The Development Of Russian Free Port Of Vladivostok And Northeast Asian Free Trade Areas

Recently,it's been profound the noticeable changes in the international arena.The center of the global political and economic activity has been shifting to Asian-Pacific region.This region is deservedly called “global development locomotive”.Historically,Russia is inseparably connected with the most of the countries in Asian-Pacific region,especially,with the Northeast Asian countries.Moreover,Russia keeps developing strategical partnership on the basis of mutual benefits with the countries of the region.The main components of the partnership include economic,scientific and technical,intellectual and information factors,the factor of conjugation of scientific and production resources in Russian Federation and other countries,the concentration of financial capital and diversification of economic ties.The fact that free trade areas become one of the most effective and promising forms of cooperation,attracting investments,economic development and scientific perspectives of the country on the global arena determines the relevance of the given thesis.The Russian Federation government,alongside with the implementation of the “to the East” policy and Far East region development,adopted “Free Port of Vladivostok”Federal Law.With adoption of the above-mentioned Federal Law in 2015,special Economic zones functioning in Russia shifted to a brand new level.It implies creating“porto-franko” in main cities and sea ports territories of Far East district.But in fact,Russian bureaucratic system,residents' applications problems,underdeveloped transport and seaport infrastructure,customs low effectiveness,Federal Law uncertainties and other functioning issues hamper the further development of free port of Vladivostok project.On this basis,after researching and comparative analysis of successful examples of SEZ in Northeast Asian countries,author suggested measures recommendations to free port of Vladivostok functioning.The main goal of the studies was learning from Northeast Asian countries successful development models in order to avoid mistakes,save some time and prevent wasting of money and resources.Strengthen collaborative relationships between Russian Far East ports and ports in neighboring countries,increase Far East district's investment attractiveness.In other words,researching of free trade areas in Northeast Asian countries and development issues in Russian free port of Vladivostok determines significance of the studies.The author performed comparative analysis in terms of spatial location,functions direction and operating environment,and put forward improvement measures and recommendations.Herein the main results as follows: as free port of Vladivostok infrastructure is underdeveloped,especially seaports and transportation infrastructure,it is necessary to increase port system's pass-through capacity.To become a worthy competitor to analogous free ports of Northeast Asian countries,free port of Vladivostok requires modernization of goods clearance process and vessels receiving system;professionalization of transport hubs construction;increasing the number of marine vessels;updating and improvement of “Free port of Vladivostok” Federal Law etc.As can be seen in the conclusion,free trade areas in Northeast Asian countries has become the main instruments of the national economy development,and their successful experience plays the important role for the development of free port of Vladivostok.
