Qingyuan is the largest prefecture-level city in Guangdong.It has been called "the cold spot near the Pearl River Delta".Although over 20 years of poverty alleviation and great achievements have been achieved,there are still 261 relatively poor villages,accounting for 11.5% of the province(2277),and more than 14 million people in poverty,21.1% of the province(665 thousand).Precision poverty alleviation is still a long way to go.As one of the "ten major projects of precision poverty alleviation",which was established and implemented by the State Council in 2015,the State Council has one of the "accurate poverty alleviation projects"(cadres in the village,vocational education and training,small loans for poverty alleviation,easy to help and help the relocation,electric business and poverty alleviation,tourism and poverty alleviation,photovoltaic poverty alleviation,forming poverty alleviation,entrepreneurship training for the leaders of rich leaders,leading enterprises drive),which can make full use of the poor.It is one of the effective ways to help poverty-stricken people get rid of poverty by developing solar energy resources and producing stable income for 25 years by developing solar energy resources and realizing the combination of poverty alleviation and new energy utilization and energy saving and emission reduction.Up to now,the scale of photovoltaic poverty alleviation in Qingyuan is 6.47 megawatts,the annual income is 7 million 800 thousand yuan,and the return on investment is close to 13.72%,and nearly 1519 of the pro-poor households have increased their income,including 311 households who have lost the poverty of the poor,and have solved the problem of no collective income in 31 poor villages.K village in Qingxin District of Qingyuan province is one of the relatively poor villages in the province.Its photovoltaic poverty alleviation project was spawned under the tide of precisely helping the poor.The total installed capacity of PV poverty alleviation project in K village is 500 kilowatts,with a total investment of 5 million yuan and an annual revenue of 686 thousand yuan.K village has 21 poor households and 55 people.According to the poverty relief standard of 8000 yuan/person,the village needs about 440 thousand yuan per year,and the annual income can be 246 thousand yuan to the village collective income.The project is divided into 3 projects,the first project is 300 kilowatts,the investment is 2 million 550 thousand yuan RMB,the installation area of the solar panel is 3540 square meters,the construction period of the project is 1 months,and the operation period is 25 years.From the current practice,it is found that the PV poverty alleviation project brings stable income,while there are some problems to be solved: first,the lack of project administration,the insufficient management and control of the project construction,the poor distribution channels of electricity,the difficult guarantee of the technical support,the poor management of funds,and the project administrative tendency is strong.This article takes the K village photovoltaic poverty alleviation project as an example,taking the SWOT analysis as the main research method,and examines the current situation and the existing problems of the PV poverty alleviation project in the view of the company.Then,we put forward 6 measures to improve the administrative mechanism of the project,strengthen the project construction and production operation management,actively promote the implementation of the subsidy policy,improve the level of professional technology,strengthen the management of project funds and unswervingly promote the operation of the item company.
