The Optimization Research To Marine Science And Technology Innovation System Of Guangdong

The 21 st century is the century of ocean,the world economy shows the characteristics of the unprecedented ‘by sea',science and technology thrive,the country thrives.As an internal driving force and source of Marine economic development,Marine technology is closely related to the development of Marine industry.Government was keen insight into the new era of ocean development trend,combining with the international Marine development situation and characteristics of the Marine economy development in our country,put forward to speed up the construction of 'sea power' strategic objectives,and formulated a series of development planning in the field of Marine science and technology.As a rich area of China's Marine economy and scientific and technological power,Guangdong province is endowed with unique technology,capital,talent and policy advantages,and is responsible for the march to the sea.In recent years,Guangdong province has built a national strategy of building a strong ocean province and a'21st century maritime silk road',striving to achieve blue rise.However,there are still many factors that hinder the innovation of Marine science and technology,which leads to the development of Marine science and technology,which runs counter to the strategy of the strong ocean province.In view of this,the paper analyzes the current situation of Marine science and technology innovation system in Guangdong province from the four aspects of Marine science and technology innovation resources,innovation policies,innovation results and interregional Marine technology exchange and cooperation.Then,by using the factor analysis method to measure the current Marine science and technology innovation system in Guangdong province,it finds that Guangdong province has a comparative advantage in the construction of Marine science and technology infrastructure,but Guangdong province is the second place with a relatively large gap between the leading Shandong province,and compares the Marine science and technology innovation system in 11 coastal provinces of China with the help of regional ocean innovation index evaluation method,and gives specific scores and rankings.The results show that Guangdong Marine technology innovation system also has problems such as serious shortage of high-level professionals,imperfect investment and financing mechanism,unbalanced proportion of Marine scientific research projects,low conversion rate of scientific and technological achievements.Lastly,this paper introduce concrete practice of the Marine science and technology innovation system both at home and abroad,extracts the experience which it can learn from Guangdong province,construct the Marine science and technology innovation system integrated with the four subsystems of the Marine scientific and technological: innovation main body,the scientific research project supporting system,the scientific and technological innovation system and the scientific and technological innovation protection system,analyze how the four molecular system cooperate and mutually complementarily,so as to bring out the new dynamic operation process,put forward the development of the Marine science technology innovation talents,strengthen the management of the Marine scientific research project,improve the development of the scientific and technological innovation of the Marine science and technology innovation system,promote the transformation of the scientific research achievements into the development of the Marine science and technology innovation,give full play to the guidance of the Guangdong Marine science and technology innovation demonstration zone,promote the deep blue science technology plan and the realization of the strategic goal.
