Research On PPP Mode Selection For Renovation Projects Of Shantytowns

The shantytown is a major problem in the development of modern urbanization in China.The investment amount of renovation projects of shantytowns is huge,and the shortage of funds is the first difficulty for most renovation projects.The Public-Private Partnership(PPP)mode provides a good way for renovation projects.However,the local governments generally lack of experience of operating PPP mode in shantytown renovation projects.As a result,the projects cannot go well usually.Besides,the ministry of finance had issued important policies intensively in 2017 which aim to implement strict supervision and regulation on PPP projects,so some nonstandard renovation projects will be restricted to some extent.In this situation,it is necessary to explore scientific operating modes that are in line with the era background.Therefore,this paper intends to explore how to design scientific PPP projects from the point of view of the selection of PPP operation mode.The research of this paper includes the following contents:(1)The research foundation is discussed.Through the analysis of project attributes,it is concluded that PPP mode is feasible in the renovation project of shantytowns,so as to pave the way for further research.On the basis of judging the feasibility of PPP modes,this paper analyzes the alternative operation modes that can be utilized in shantytown renovation projects.In other words,the scope of the mode selection is determined.And the implementation process is briefly introduced.Three alternative PPP modes are identified finally,namely DBO,BOT,and BOO+BOT.(2)The PPP mode selection model is established.This paper designs a selection process of PPP modes for shantytown renovation projects.On the basis of the process,this paper analyzes the principles of establishing the index evaluation system,and explain the influence factors of PPP modes selection in detail.In addition,the classification of the influence factors is discussed in this paper.Based on the above analysis,this paper establishes an evaluation system for selecting PPP modes,and FAHP(Fuzzy Analytical Hierarchy Process)is chosen for experts scoring and data processing.A introduction is given to explain the above method.(3)A case study is analyzed.Based on the PPP mode selection model established in this study,this paper invites some experts engaged in PPP research to select a proper PPP mode for a specific shantytown renovation project.The research result shows that the application of BOT mode can meet the requirements of the index evaluation system and the actual implementation of the project.
