Research On The Performance Evaluation Of Specific Fund Of Bureau Of Health And Family Planning In W Province

With the transformation of government functions to service-oriented government,investment in public health has been continuously increased.In order to meet the requirements of the new normal of economic development and achieve a balance between the speed and quality of development,the budget reforms are constantly deepening.The performance evaluation of fiscal expenditures is the budget of China.The focus of performance reform and the establishment of a scientific and reasonable performance evaluation system are the only way for the financial system reform.How to maximize the utility of the limited use of financial funds,how to effectively use limited public resources to meet the growing needs of the public,these issues must be resolved in the development process to promote the development of fiscal expenditure performance evaluation.Although China's fiscal expenditure performance management reform has achieved certain results,but the concept of performance has not been deeply rooted in people's minds,and the research and application of the performance evaluation index system needs to be further improved.This paper selects the performance evaluation of the special financial funds of the Provincial Health and Family Planning Commission as the research object,learns and learns from international experience,and learns from the research results of domestic and foreign research on the basis of studying the existing financial special performance evaluation system of the Provincial Health and Family Planning Commission.Based on the existing problems,combined with the management science theory such as Balanced Scorecard and Fidelity weighted method and the organizational and business characteristics of the Provincial Health Planning Commission,a new performance evaluation method was introduced in order to further improve the project budget expenditure performance evaluation system.,And then to promote the next step of the overall expenditure performance evaluation of the department.
