Optimization Of Territorial Development Patterns Based On Production-Living-Ecological Space Of Xi'an City

Land is the foundation that mankind rely on existence and development.In pace with the acceleration of urbanization,the urban population is increasing rapidly and the scale of cities is expanding constantly,which result in the contradiction between the conservation of ecological environment and the development of production-living space is becoming increasingly conspicuous.Since the 18 th CPC National Congress,the essence of Territorial Development Pattern Optimization and Ecological Civilization has been deepened on several major conferences and outlines.As the starting point of the Belt and Road,the center city of western China,industrial bases of aerospace,education and research,modern manufacturing and new high-technology industries,as well as a national historic and cultural city,Xi'an City is of great importance to social and economic development in western region of our country.The rapid development of the economy and the continuous influx of population in recent years have led to a series of problems,such as the crowded living space,the deterioration of ecological environment,the continuous loss of high quality arable land around cities,the imbalance of the regional development.The optimization of territorial development patterns based on Production-Living-Ecological space(PLE space)has important significance for the sustainable development of society,economy and ecology in Xi'an City.Initially,on the basis of natural resource endowments,society-economy development in 2016 and land-utilization pattern in Xi'an,this paper establishes assessment index system in terms of PLE space carrying capacity,calculates index weight by entropy method,and evaluates the PLE space carrying capacity of 13 districts and counties of Xi'an with the help of state-space method and three-dimensional cube figure.The result of the evaluation shows that in terms of Production Space,central area is overloaded and fully loaded and the surrounding districts and counties is available,the leading area of Production Space includes Beilin District,Weiyang District,Yanta District,Chang'an District,Xincheng District,Lianhu District,Gaoling District;in terms of Living Space,all districts and counties are available,the leading area of Living Space includes Xincheng District,Beilin District,Lianhu District,Weiyang District,Yanta District,Chang'an District;in terms of Ecological Space,all districts and counties are available,the leading area of Ecological Space includes Zhouzhi County,Lantian County,Weiyang District,Baqiao District,Hu County,Chang'an District.And then,according to topography condition,society-economy development from 2010 to 2016 and the Overall Land-use Planning(2006-2020)of Xi'an City,establishes assessment index system in terms of Development Potential of 13 districts and counties of Xi'an,and by the method of variation coefficient the Development Potential of 13 districts and counties are assessed.The Development Potential of Xi'an shows that spatial differentiation is remarkable.Development Potential of central area is the smallest,so it is regarded as limited development zone;Development Potential of some districts such as Weiyang District,Baqiao District,Chang'an District and Gaoling District which are border on central area are greater,so they are regarded as key development zone;and the area adjacent to the key development zone is the acceptance development zone.Finally,combine the result of PLE space carrying capacity and Development Potential,as well as refer to the Development Orientation,Permanent prime farmland demarcation and Ecological conservation red line,suggestions in terms of the optimization of territorial development patterns in Xi'an City are put forward.Based on the analysis of the relationship between PLE space carrying capacity and Development Potential of 13 districts and counties of Xi'an,the characteristics of the resource and other main functional region planning,the conclusion of this research included: PLE space zone can be divided into PLE balanced development areas,Production-Living space,Production-Living-Ecological space,Production-Ecological-Living space,Ecological-Production-Living space;territorial development patterns zone can be divided into key development zone,acceptance development zone,limited development zone,forbidden development zone.
