As a result of the growing urbanization,C hina now faces an outstanding issue that medium and low-income population are overwhelmed by the increasing housing price.And the indemnificatory housing development is far from being able to meet the increasing need of citizens,some of which are known as Sandwich C lass.During the NPC & CPPCC this year,Chinese government expounded on the position that the public rental housing would be continuously developed 5,800,000 departments in 3 years would be delivered into the market.Meanwhile,the mounting funding pressure demands the government to find a new way of financing to raise money for indemnificatory housing.This writing will trace the development of public rental housing in our country through Public Goods Theory and Transaction Cost Economics and review the current study result within and without China in the first place,and then analyze the key features of it and the financing problems existing.After that,the essay will focus on how to adopt PPP mode(Public,Private,Partnership)to this market and how to joint REITs and PPP-putting the REITs as an efficient tool in PPP in the financing operation of indemnificatory housing by expositing each role and how they play in the relationship and referencing the outstanding example of Link REIT Hongkong.At the end of this essay,feasible suggestions based on status quo will be discussed.And it will repeatedly maintain the theoretical and practical significance of launching public funds REITs as soon as possible.
