Research On Fund Management Problems And Countermeasures Of H Municipal Government Projects

With the continuous progress and development of the society in the aspect of polity and economy,the citizens' demands for the work of government are increasing.The work of government not only impact in a wide range,but also reflect the government's credibility.As the cornerstone of national governance,finance plays an important role in the political and economic development of a country.The fund of government project is the main part of expenditure of national financial funds.It not only bears the responsibility of promoting the smooth development of the regional economy and special project,but also the main way to evaluate job satisfaction of the state and the government,which is closely related to the construction of state macro control.Although,governments at all levels are constantly strengthening the management of government funds,there are still a lot of problems,especially on the management of government project funds.This paper analyzes the management of government project funds in H city for 2015-2017 years by factor analysis method,finds out some existing problems in the management and use of the project funds of the H municipal government and deeply discusses the reasons for the existence of the problems.Moreover,the corresponding countermeasures are put forward in combination with the theory of budget management and performance management.These practice try to provide reasonable suggestions to solve the problems existing in the management of H municipal government project funds,and promote the dual development of local economy.In the structure arrangement,according to the order of theory research-present situation description-questionnaire survey-statistical analysis-finding problem and reason-putting forward the countermeasure and suggestion,this article explores the actual problem of H city in the management of government project funds.Firstly,the concept of government project funds is clearly defined,and the relevant theoretical foundation of government funds management is combed out.On this basis,the actual situation of H city's government project funds is introduced and analyzed,and a questionnaire survey is conducted on the current management situation.Meanwhile,this paper uses Factor Analysis Method in SPSS23.0 software to analyze the results of H city's government project fund management questionnaire survey,and summarizes the existing problems and main reasons of the fund management of the H municipal government projects.Finally,it puts forward some countermeasures and suggestions to improve the management of the H city's government project funds,and explores the reform direction and main practice of the government project fund management,so as to make the government project fund management of the H cityeven more scientific and rigorous.
