The data communication service market is one of the largest and most active emerging markets in the world.According to statistics from the Russian statistics bureau,between 2010 and 2016,the gross domestic product of Shared communication services in Russia averaged 2.8% of the country's gross domestic product.The cellular communication market is widely penetrated by the public,and has the coverage and penetration capability that other industries and markets do not have.For decades,mobile telephony has gone from delivering voice to the latest generation of 4G or even 5G.MegaFon company is one of Russia's major mobile operators,providing the service coverage of all market segments,including voice,data,mobile and fixed-line telecommunications services,digital television and voice over IP,in addition,it also provides a series of innovative services,including network OTT,mobile phones,big data and cloud solutions.The study is aimed at MegaFon,Russia's second-largest mobile operator.The article first analyzes strategic theories and research methods of management,and then used the PEST analysis of MegaFon company's external macro environment are analyzed,and by using the baud five model analyzes the mobile communications industry in Russia,extracting MegaFon company currently facing the opportunities and threats;then,it analyzes the internal environment of the company and points out the advantages and disadvantages of the company.On this basis,the SWOT matrix,four kinds of alternative strategy,and according to the concrete analysis to thecompany chose the development strategy of growth,in particular,this paper argues that MegaFon company can use intensive strategy,competition strategy to adopt cost leadership strategy.Finally,the paper puts forward some strategic measures,such as strengthening enterprise human resources construction,strengthening marketing management,strengthening price control,strengthening financial management,and increasing investment in scientific research.The purpose of this study was is the bottleneck in the development stage of MegaFon company looking for viable development strategy,also hopes to Russia's communication in other parts of the industry development and strategy research to provide certain reference and reference.
