The Supply and Marketing Cooperative,which accompanied by the emergence of New China,is an organization created by the integration of the rural cooperative economy with China's actual national conditions.It is also a kind of cooperative economic organization based on the “Three Rural Issues” with Chinese characteristics.In the era of Planned Economy,the Supply and Marketing Cooperatives insisted on the purpose of agricultural services,ensured the exchange of goods and materials and the supply of commodities between rural and urban areas,and made indelible contribution to promote rural social development.However,since the Reform and Opening-up,the traditional service model of Supply and Marketing Cooperatives has not kept pace with the development of the Market Economy,and the original network system and organizational structure have also been gradually destroyed,resulting in the inability to effectively function of agricultural service.Therefore,the problem that the Supply and Marketing Cooperatives must urgently solve is how to exert their unique advantages in serving the “Three Rural Issues” and take greater responsibility by comprehensively reforming.This article takes Changzhi City as an example to analyze the comprehensive reform of the city-level Supply and Marketing Cooperatives.The full text consists of five parts: The first part is an introduction,mainly includes the purpose and significance of the research,domestic and foreign research status,research methods,and innovation and insufficiency.The second part mainly introduces the basic meanings of Supply and Marketing Cooperatives,comprehensive reforms of Supply and Marketing Cooperatives,theory of Cooperatives,the Third Sector,New Institutional Economics and other basic theories as well as the simple evolution of Supply and Marketing Cooperatives since the Reform and Opening-up;In the third part,the current situation of the comprehensive reform of the Supply and Marketing Cooperatives in Changzhi City was highlighted,including the basic situation of the Supply and Marketing Cooperatives in Changzhi City and the practices and experiences of comprehensive reforms of Changzhi City Supply and Marketing Cooperatives,The fourth part focused on four issues in the comprehensive reform of Supply and Marketing Cooperatives in Changzhi City.They are inaccurate positioning of the functions of the joint agency,unclear relationship between council and its affiliated companies,inadequate development momentum of affiliated companies,and slowly development of grass-roots Supply and Marketing Cooperatives.At the same time,discussed the reasons for these problems are uncertainly nature and legal status,insufficient cooperation objectives,heavily historical burden,and inadequate cooperation between departments.The fifth part,in light of the issues and causes,put forward the measures to improve the comprehensive reform of the city's Supply and Marketing Cooperatives from six aspects.Such as,establishing the status of the rural cooperative economic department,straightening out the relationship between the council and its affiliated companies,revitalizing existing resources,accelerating the transformation of grass-roots Supply and Marketing Cooperatives,innovating the way and content of agricultural services,and optimizing the external environment for comprehensive reform of Supply and Marketing Cooperatives.
