A Study Of Appraisal Management System Under The Background Of Trivialized Contracting Of China Telecom

As one of the three largest state-owned telecom companies,China Telecom is responsible for the important role of telecom network construction,operation and maintenance of basic communication networks,design,production and sale of telecommunication related products.However,due to its huge organization and innate traits of state-owned enterprises,it inevitably appears lack of product competitiveness,low productivity,performance appraisal system falls behind and many other issues under the market economy environment.In order to further solve the problems of the low utilization rate of assets and the low labor productivity per capita,China Telecom Group started to introduce the reform of management mode of trivialized contracting in 2013.Based on this,this study mainly follow the research thought of “asking questions-analyzing problems-solving problems”,adopting a combination of theoretical research and investigation research,mainly taking a provincial telecommunication company(hereinafter referred to as “Beijing Telecom Company”)as the research object and take Beijing Telecom Company trivialized contracting reform as the background to analyze problems of the Beijing Telecom Company performance appraisal management system,and propose optimization strategy from the perspectives of “assessment mechanism,salary planning,competitive recruitment,resource allocation”,hoping to provide a reference of performance appraisal management system reform in trivialized contracting for Chinese telecom industry trivialized.
