Research On The Establishment And Application Of Social Capital Selection System Of Urban Rail Transit Project In A City Using PPP Model

Because of the huge investment for urban rail transit projects,under the the new normalized chinese social background,local governments face financial pressure.In this context,through the adoption of the PPP mode,the introduction of social capital in urban rail transit construction and operation of the project,become the best choice for the local governments.In China,it hasn't been a long time for applying PPP model in the rail transit projects,the lack of effective supporting experience,combined with the urban rail transit project with huge investment,high operating costs,features of the complex technology,etc.,therefore,when using the PPP mode,selection of the appropriate social capital,is the important problem which the governments are facing.Therefore,to build a scientific system of social capital partner's selection by considering the characteristics of urban rail transit projects,is using the PPP mode can be the key to success.This article is mainly aimed at selection system studies for the PPP in urban rail transit project social capital partners.To achieve goals,research papers,in defining the relevant concepts of social capital partners for the PPP project and for urban rail transit based on the analysis of the characteristics of PPP project,puts forward the urban rail traffic demand analysis of the PPP projects of social capital partners,and accordingly puts forward the PPP in urban rail transit project partners selection index system and model of social capital,and finally through the case analysis to verify the feasibility of the theoretical study.Through the research,this paper constructs a selection index system of social capital partners for rail transit PPP project composed of six aspects:credit and past performance,financing plan,construction plan,operation and maintenance plan,transfer plan and operating price.Based on TOPSIS and GAHP method to construct a social capital partner selection model for rail transit PPP projects and use this method to achieve the selection of social capital partners for PPP project of A urban rail transit.The results show that the selection system of social capital partners is very good The practical value of the application.
