Study On The "Four Modernizations Synchronization" Development Of Sichuan Province: Based On Coupling Coordination Degree Model

For the past 30 years after opening-up and reform,China's economy has always been in continuous rapid growth,yet the growth speed has slackened a little recently,therefore accelerating the transformation of the economic development mode and boosting the continuous and healthy growth of the economy have become the new focus.The “Four Modernizations Synchronization” development strategy put forward in the Report of 18 th Party Congress at the most suitable time has provided a systematic and scientific guidance for solving the problems in China's social economy construction.The “synchronization of the four phases” is not only an important impetus for the sustained and healthy development of the country's economy,but also a top priority for regional economic development.Sichuan is a large populous province in the west of China and a key development area for the development of the western region.Therefore,the coordinated development of “four modernizations” in Sichuan Province directly affects the economic development and social construction in the western region.This article studies the coordinated development of "four modernizations" in various regions of Sichuan Province,and has implications for the formulation of development policies in various regions,which is of practical significance for the improvement of the overall "four simultaneous" development coordination in Sichuan Province.This paper reviews the classic literature in the field of industrialization,urbanization,agricultural modernization,and informatization at home and abroad,summarizes and evaluates existing research results,and combines the meanings and characteristics of system theory and synergy theory to analyze the “simple synchronization”.The intentional theoretical basis and the use of statistical indicators for the descriptive statistical analysis of the status quo of Sichuan's “simultaneous four modernizations”;the use of principal component analysis and coupling coordination model to coordinate the “four modernizations” in 2007-2016 in all regions of Sichuan Province.The development situation is evaluated,and then the grey correlation degree GM(1,N)is used to find the driving forces and obstructive factors that affect the coordinated development of the “four modernizations” in various regions,and the relevant results are targeted to improve the coordination of “four modernizations” development policy recommendations.This article is divided into four parts for research:The first part is Chapter 1-2 of the article.It mainly proposes the background of the topic,the content and significance of the research,and sorts out relevant literature and theoretical foundations at home and abroad,and conducts relevant literature on new industrialization,new urbanization,agricultural modernization and informationization,respectively.Collect and sort out,explain the research ideas and methods used in this paper,and propose possible innovations in this paper.The second part is the third chapter of the article,which mainly conducts descriptive statistical analysis on the status quo of new industrialization,new urbanization,agricultural modernization,and informationization in each region of Sichuan Province,and summarizes the changes in 2007-2016.They concluded that:(1)Sichuan Province is in the middle stage of industrialization,but the development of each region is not balanced;(2)Urbanization of Sichuan Province is in an initial stage,and the gap between urban and rural areas is obvious in each region;(3)The effect of Sichuan's agricultural modernization development is relatively Yes,but the development of agriculture,forestry,animal husbandry,and fishery services in all regions is slow;(4)The development of informatization in Sichuan Province started relatively late,and the investment of employment personnel and science and technology funds was not high,and there were significant differences in scientific and technological achievements across regions.The third part is the Chapters 4-5 of the article,which mainly use the principal component analysis to measure the comprehensive development level of new industrialization,new-type urbanization,agricultural modernization,and informationization in various regions of Sichuan Province during 2007-2016,through the degree of coupling coordination.The model measures the degree of coordinated development between the two subsystems,between the three and the “four modernizations,” and determines the coordinated development status.The grey correlation degree GM(1,N)model is then used to identify regions that affect Sichuan Province.” The four-in-one synchronization “driving and blocking factors of coordinated development,combined with the development of different regions,proposed how to improve the “four modernizations” coordinated development strategy.Through empirical research,the following conclusions are drawn:(1)The comprehensive development level of new-type industrialization and new-type urbanization in all regions of Sichuan Province is generally higher than the comprehensive development level of agricultural modernization and informationization,and the development gap between regions is large.(2)Due to the slow development of informatization,the coordination development between the two or three subsystems and the "four-in-one synchronization" is low.(3)As of 2016,the coordinated development of “four modernizations” in all regions of Sichuan Province is in a coordinated state,but most of them are in a state of coherent coordination and primary coordination,and further development is still needed.(4)The different subsystems in different regions have different driving and hindering effects on the coordinated development of “four modernizations”,and the influencing factors vary from place to place.Informatization has hindered the coordinated development of “four modernizations” in most regions.New industrialization has played a role in the coordinated development of “four modernizations” in most regions.According to the empirical research results,the following policy recommendations are proposed:(1)Improve the construction of information infrastructure and increase promotion;pay attention to personnel training and encourage technological innovation.(2)Optimize the internal industrial structure of agriculture;improve the deep integration of agricultural modernization and informationization.(3)Accelerate the transformation of new urbanization,narrow the gap between urban and rural areas,improve the quality of new urbanization,and avoid the phenomenon of “pseudo-urbanization”.(4)Accelerate the transition of new industrialization,reduce the dependence on resources and the environment;promote the application of informatization in new industrialization.The fourth part is the summary of the article,summarizes the research content and research conclusions of this article,puts forward the main points of this article,and finds its own deficiency.
